Workers in Illinois will begin earning paid time off on January 1st

(Springfield-jm) – Workers in Illinois will begin earning paid time off on January 1st, 2024. The new law allows workers to earn up to 40 hours of paid leave in a 12-month period. Workers will accrue one hour of leave for every 40 hours worked. Governor JB Pritzker signed the landmark legislation in March, making Illinois the third state in the nation and first in the Midwest to mandate paid leave for any reason.  Workers will be paid their full wage while on leave and tipped workers will be paid the minimum wage in their respective locale. An employer cannot require an employee to find their replacement for the leave. This law applies to every employee working for an employer in Illinois, including domestic workers, but does exclude certain categories of workers that are not subject to the law.

 

 

(Springfield-jm) –  Penalties for impeding picket lines and other demonstrations or protests will soon be increasing in Illinois. Beginning Jan. 1, the Labor Disputes Act limits the amount of monetary damages an employer can recover stemming from a labor dispute, and also imposes a fine of at least $500 for anyone to place an object that would obstruct a picket line or other demonstration. That includes placing objects in the public way. The law also grants picketers and protestors the right to use the public right of way to publicize their labor dispute. Opponents of the measure argued the law could have a negative impact on businesses in Illinois and ultimately cause them to pack up and leave the state.

(Rantoul-jm) – Two Rantoul men have been arrested for two different crimes, both related to firearms. On December 23rd, Rantoul Officers were dispatched to the area of the 1000 block of St. Andrews Circle for a report of shots being fired. During the course of the investigation, officers learned that a verbal altercation had occurred between a citizen and Antonio Thomas. After speaking with Thomas, he admitted that he had fired two shots into the air. Thomas was later transported to the Champaign County Jail where he was charged with the offenses of Aggravated Discharge of a Firearm, Unlawful Use of Weapons, and Possession of a Firearm With Defaced Identification Marks. On December 26th, a Rantoul Officer on patrol conducted a traffic stop near the intersection of Maplewood Drive and Kenneth Drive. During the officer's encounter, Benjamin Mason, was observed with cannabis on his shirt and admitted to having a firearm concealed under his seat. The firearm had previously been reported stolen from Missouri in 2022. Mason was transported to the Champaign County Jail where he was charged with Unlawful Possession of a firearm by Felon, Possession of a Stolen Firearm, and possession of Cannabis over 500 grams.

(Champaign-jm) – The Champaign Police Department reported it had a 298% uptick in community engagement this year with certain factors allowing officers to meet with residents. It includes hosting open houses, assigning officers to certain districts, and being present at community meetings. And this can be seen in shooting data with incidents dropping from 259 in 2021, and 129 in 2022 to 63 as of November 30th of this year. CPD said it's currently down 18 officers. But it says the 7 new officers hired this year have allowed officers to be more available.

(Springfield-jm) – As 2023 comes to a close, the Illinois Department of Transportation, Illinois State Police and nearly 200 law enforcement agencies across the state are reminding the public they'll be working overtime now through the beginning of the new year in an effort to keep roads safe for everyone. This final statewide enforcement push of 2023 has one goal – to save lives. During these last days of the year, additional law enforcement will be patrolling for impaired driving, seat belt, speeding, distracted driving and other traffic laws. Through December 14th of this year, 1,213 people have lost their lives in fatal crashes, which is 11 more than during the same period in 2022.

 

(Springfield-jm) – A new law that will help to solve Illinois’ firefighter shortage will go into effect on January 1st. The new law creates the Firefighter Training Leave of Absence Act, which allows state employees leave from their job to attend firefighter training. Fire departments across the state have faced a shortage of new recruits and volunteer firefighters in recent years. To also combat the issue, Senate Joint Resolution 7 was sponsored. This resolution created the Recruiting and Retaining Public Employee Firefighters and Paramedics Task Force to identify solutions to the shortage of eligible applicants for the positions.

(Champaign County-jm) – An advocacy group is looking into the need for nursing home beds in Champaign County. Advocates for Aging Care will conduct a study that will try to figure out the needs of the community after three local nursing homes closed over the past few years. The Illinois Department of Public Health suggests the county should have about 700 skilled nursing beds. Right now, it has about 400. After the January 2nd survey, there will be a market study, compiling data to get quantitative results. For more information, go to Advocates for Aging Care’s Facebook page.

(Milford–jc)  Firefighters from several departments in Southern Iroquois County were called to a shed fire in rural Milford on Wednesday. Authorities say the fire was at a farm southwest of Milford. Firefighters from Milford and Cissna Park among others were helping at the scene. No estimates on damage were provided. No one was hurt in the blaze. 

 

(Rantoul-jm) – Rantoul police continue to investigate Tuesday afternoons shooting. At 2:30 p.m., a gun shot detection system alerted Rantoul Police of possible shots fired near the intersection of Willow Pond Road and Par Drive. Several 911 calls also suggested gunfire in the area. Officers found three separate residences hit by gunfire in the area of Willow Pond Road and St. Andrews Circle. They also discovered shell casings.

Beginning January 1st, residents will see expanded protections from utility disconnections on days of extreme heat, thanks to a new law

(Rantoul-jm) – The Rantoul Police Department responded to a shooting on Tuesday afternoon. At 2:30 p.m. the Rantoul Police Department received notification from the Raven Gun Shot Detection System of possible gunfire near the intersection of Willow Pond Road and Par Drive. Officials responded to the 800 block of St. Andrews Circle, they located three separate residences that had been struck by gunfire. Officers were able to locate and collect shell casings from the area of this incident. There have been no injuries reported as a result of this incident.

 

(Springfield-jm) – With Illinois lawmakers scheduled to return to legislative session in less than a month, a recent government fiscal forecast provides an overview of the budgeting landscape that awaits them.  The bottom line from the five-year forecast from the Governor’s Office of Management and Budget: The current fiscal year is now projected to end with a $1.4 billion surplus, while the upcoming fiscal year 2025 is projected to face an $891 million deficit.

 

(Springfield-jm) – Small business advocates are discussing the impact new Illinois laws going into effect Jan. 1 could have on employers. Several laws will go into effect in 2024, including Senate Bill 2034, which extends bereavement time for workers when dealing with the loss of a child. Other measures include the previous General Assembly's Senate Bill 208, which mandates paid time off to be used for any reason. Other laws going into effect in 2024 include a fair wage act in Chicago and Blood and Organ Donation Leave Act which allows workers to take time off to give blood.

(Rantoul-jm) – Champaign County Coroner, Stephen E. Thuney, is releasing the

names of the motorists involved in a motor vehicle crash that occurred near mile marker 252 on I-57, just north of Rantoul on Christmas Day. Tyler S. Flynn, 34, of Dewey, Illinois was driving a vehicle traveling westbound on County Road 3200 when he left the roadway and collided with a semi traveling northbound on I-57

being driven by Muharem Ugarak, 48, of St. Louis, Missouri. Both men were pronounced dead at the scene. The deaths are being investigated by the Champaign Coroner’s Office and the Illinois State Police.

 

(Springfield-jm) – As Illinois and the rest of the country continue to deal with an opioid and fentanyl crisis, several new state laws are set to go on the books on Jan.1 to address the problems. One new Illinois law will allow pharmacists and other health care professionals to distribute fentanyl testing strips in an effort to reduce opioid overdoses. Another law requires schools to keep opioid overdose reversal agents on campus, and another requires fentanyl education in schools. A measure that requires for-profit music venues that have an occupancy of 1,000 or more to have opioid overdose antidotes and trained staff on hand goes into effect in June 2024. Winnebago County had the highest rates of opioid and other drug overdose deaths in Illinois last year. According to data analyzed by the San Francisco Chronicle, the drug overdose death rate was 53.2 per 100,000 people in Winnebago County in 2022. Vermillion (52.5), Kankakee (44.3), Cook (43.8) and Peoria (43.2) counties round out the top five.

(Springfield-jm) – Beginning January 1st, residents will see expanded protections from utility disconnections on days of extreme heat, thanks to a new law. The Public Utilities Act — which prohibits utility shutoffs on days where the temperature is above 95 degrees Fahrenheit — will now include extreme heat events, factoring in humidity and the heat index. On days when the forecasted temperature is 90 degrees or above, or when the National Weather Service issues a heat watch, advisory or warning, residents’ utilities cannot be shut off, even if they are behind on paying their bills.

 

(Springfield-jm) – Illinois is set to have several new laws go on the books starting in 2024, with several of those affecting prisoners throughout the state. One of the measures taking effect in 2024 is Senate Bill 423, which supports the reintegration of individuals into the community while aiming to lower the possibility of recidivism and increase public safety. Senate Bill 2073 allows those sentenced to life in prison while under the age of 21 to become eligible for parole review.

(Champaign County-jm) – After a heated, more than three hour Champaign County board meeting regarding the question of eliminating two county offices, board members came to a decision. The Champaign County Board voted to indefinitely table the possibility of removing the elected position of county coroner. The auditor’s race will still be on the primary and general election in 2024 and the referendum question to eliminate the county auditor’s office and make it an appointed position, will not be on the primary ballot.

 

(Champaign-jm) – Christmas may be over, but one Champaign organization believes that the gift of giving is all year round. C-U at Home provides vital warming shelters throughout the community and is hoping for continued community support into the new year. They have noticed an increase in homelessness and people seeking shelter throughout Champaign-Urbana. C-U at Home says more and more people in the community are looking for assistance. The organization has seven homes throughout the Champaign-Urbana community. These provide shelter programs, case management services and more.

Illinois hunters and fishers can have longer licenses from the state starting in 2024

(Rantoul-jm) – Two people are dead following a crash on I-57 near Rantoul Monday afternoon. According to Illinois State Police, a vehicle traveling westbound on county road 3200 slid off the overpass, landing on top of a northbound semi. A southbound vehicle was struck by debris from the accident. The driver of the westbound vehicle and the driver of the semi died at the scene. Both northbound and southbound lanes of traffic were shut down for several hours.

(Springfield-jm) – Starting in the new year, Illinois hunters and fishers can have longer licenses from the state. Thanks to a new law going into effect in 2024, residents can choose to obtain three-year hunting, fishing, sportsmen and trapping licenses instead of an annual one for three times the cost of an annual one. The law was sponsored in the Senate by State Senator Patrick Joyce of Essex, who said the longer licenses will save residents some hassle by not needing a yearly renewal.

(Danville-jm) – The Adult Education and Literacy department at Danville Area Community College will host a New Year, New You event at the Danville Village Mall/DACC Barbering classroom on Saturday, January 6, from 1:00 to 3:00PM. The event is intended for individuals 16 years and over who wish to obtain their Illinois High School Diploma, and for non-native English-speaking individuals who wish to improve their English reading, speaking, and writing skills.

(Livingston County-jm) – The Livingston County Board of Health has a new president. Dr. James Day announced he is retiring after 40 years. Day began on the board of health in 1983. The Board of Health voted to appoint MaLinda Hillman, former Livingston County Health Department nurse of 39 years and administrator from 1996-2019, to the role of president

 

(Springfield-jm) – Children will not have to confront their alleged abusers in court with a new Illinois law beginning January 1. House Bill 2607 was introduced by state Rep. Adam Niemerg, of Dieterich, states a child under 13 years of age shall testify outside the courtroom when warranted, though testimony would be provided through closed circuit TV. Niemerg told The Center Square that the law is about protecting children.

(Champaign County-jm) – The iconic jingling of bells, the red kettle, and wishing everybody a “merry Christmas” sounds like a recipe for a classic Christmas movie — or in this case, a way to fundraise for a good cause. Saturday marked the end of the Salvation Army’s bell ringing kettle collection in Champaign County. Leading up to Christmas, they collected donations at 21 sites throughout the county.

(Springfield-jm) – The longtime top aide to the former Illinois House Speaker argues a pending U.S. Supreme Court case involving the federal bribery statute could apply to his case even though he was convicted of perjury. Prosecutors claim he has no case.  In August, a federal jury found Tim Mapes guilty of perjury and obstruction of justice for lying to a grand jury investigating Madigan and others. In November, Mapes' defense attorney asked for an acquittal or a new trial. Prosecutors objected. Now, Mapes has asked a federal judge to stay the proceedings in his case until after the U.S. Supreme Court decides Snyder v. United States, a case that focuses on the federal bribery statute. Mapes faces up to 20 years in prison on the obstruction conviction and five years on the perjury conviction. Prosecutors and Mapes' defense team have yet to file sentencing memos ahead of his sentencing hearing on January 31.

(Springfield-jm) – The Illinois Department of Human Services will collect data on the frequency of stolen SNAP benefits beginning January 1st after a new law takes effect. Under the new law, IDHS will have the authority to track how often benefits through the Supplemental Nutrition Assistance Program are stolen from their rightful recipients.

 

(Champaign-jm) – The Champaign Police Department is investigating after someone pointed what appeared to be a gun at an MTD bus that was running its route. The incident happened near Bradley and Mattis Avenues on Wednesday. Police confirmed that they received a report at 3:30 p.m., suggesting that a man had pointed what appeared to be a gun at the vehicle. The suspect was gone by the time police arrived.

(Undated-jm) – Holiday travelers are heading out to airports in big numbers this season, including here in Central Illinois. It’s expected to be so big, the Air Force is opening military air space for commercial flights. The FAA expects record-breaking numbers of people in the skies over the next week. More than three million travelers in Chicago will be passing through O’Hare’s gates from now through the new year. They say the lines may be a little bit longer, so give yourself some extra time when heading to the airport.

(Chicago-jm) – Former Illinois House Speaker Michael Madigan is asking a judge to delay his corruption trial. Madigan and co-defendant Michael McClain asked a judge to stay proceedings in the case or reschedule the trial date for the fall of 2024, after the Supreme Court decides another case involving the federal bribery statute. The Madigan case is set for trial in April 2024. He faces 22 counts of racketeering, bribery and official misconduct as part of a federal indictment.

(Springfield-jm) – FFA and 4-H students will receive school work hours when participating in a work-based learning experience outside of the classroom starting January 1st thanks to a new law.  House Bill 3814 allows students to count hours that they participate in a work-based learning experience as hours of school work. The new law includes participation in scheduled events of state and national FFA associations as well as 4-H programs as part of organized competitions or exhibitions.

 

(Thomasboro-jm) – At least one person is hurt following a two-vehicle crash in Thomasboro Thursday evening. The crash happened around 5 p.m. on U.S. Route 45 at the intersection with Central Avenue. State Police officials said a pickup truck and SUV were involved and that at least one injury is being reported.

(Champaign–jc)  Champaign County Crime Stoppers are seeking information where an unknown suspect pointed a gun at an M-T-D bus on its route. The incident happened Wednesday near Mattis and Bradley Avenue in Champaign around 3-30 in the afternoon. Anyone with information is asked to call Champaign County Crime Stoppers at 217-351-4545

 

(Iroquois County-jm) – The new year will bring Iroquois County's effort to update its Hazard Mitigation Plan.  An updated version of the plan seeks to reduce damage caused by severe weather, including thunderstorms, floods, snow and ice storms, tornados and other events. The first of a series of planning meetings is scheduled for Thursday, January 18, 2024.  The 6:30 pm meeting is at the MABAS 37 Building, 103 1/2 Main Street, Crescent City.  The meeting is open to the public. All County, Township and Municipal officials are encouraged to attend and provide input. Other necessary stakeholders include schools, fire protection districts, healthcare services and technical partners. Input gathered during working sessions will be used to update the Hazard Mitigation Plan.  The series of committee meetings welcomes residents to ask questions. The Hazard Mitigation Plan and the process to update it is funded through a grant from the Federal Emergency Management Agency.

The Illinois Lottery says there are millions of dollars worth of unclaimed prizes in the state

(Springfield-jm) – Illinoisans continue to flee the Land of Lincoln. The latest Census Bureau data shows Illinois’ population declined by nearly 33,000 residents from July 2022 through July 2023. It marks the 10th consecutive year of population decline for Illinois. In contrast, Texas added nearly a half million people during that time.

 

(Springfield-jm) – The minimum wage in Illinois is increasing on Jan. 1. Workers will see an increase of $1 per hour from $13 to $14. The minimum wage for tipped workers will rise to $8.40 per hour and youth workers under the age of 18 working fewer than 650 hours per calendar year will see their hourly wage increase to $12 per hour. This will be the sixth increase in the state’s minimum wage since 2019 culminating in a $15 per hour minimum wage in 2025.

 

(Springfield-jm) – Two Illinois communities were announced as recipients of a federal program to address unemployment among certain age ranges. The Biden administration announced 22 cities will share in $200 million in economic and workforce development projects that “connect workers to good jobs in geographically diverse and persistently distressed communities across the country.” Projects in Springfield and Decatur were among the winners.

(Undated-jm) – Residents in Buckley and Gilman no longer have to boil their water.  E.R.H. Enterprises lifted the boil orders put in place earlier. Areas west of First Street in Buckley had been under a boil order since early last week.  Gilman's boil order was for the 400 and 500 blocks of Maple and Hartwell Streets.

CHAMPAIGN, Ill. — Parkland College will soon incorporate new technology that will streamline the student experience and automate processes and operations across the campus. At its regular monthly meeting Wednesday, the Parkland College Board of Trustees heard a report from Parkland Chief Information Officer Amin Kassem that provided technology and security updates on campus and outlined the new Information Technology  strategic plan. One of the goals of the IT strategic plan is to modernize Parkland's educational and institutional infrastructure through a $3.9 million multiyear license and professional services from Ellucian Company of Virginia, Parkland's current enterprise resource planning  software company.

(Springfield-jm) – The Illinois Lottery says there are millions of dollars worth of unclaimed prizes in the state. As of this week, there were nine Illinois Lottery prizes in 2023 still unclaimed, totaling $4.3 million. Two of those tickets will expire in the first half of next year, including a Lucky Day Lotto ticket worth $450,000 that was purchased in Skokie last June. Winners have one year from the original draw date to claim their prize.

 

(Teutopolis-jm) – The last two victims from a deadly HAZMAT crash in Teutopolis in September have now been released from the hospital. The victims are recovering at home, the Effingham County Coroner reports. The National Transportation Safety Board has issued its preliminary report of the safety investigation of the deadly HAZMAT crash in Teutopolis, revealing that passing in a no-pass zone was the cause of the crash. Five people in the area of the crash died and 11 others sustained injuries ranging from minor to severe due to their exposure to anhydrous ammonia.

(Chicago-jm) – Just days after the city of Chicago said it would impound buses that improperly dropped off migrants, a private plane carrying 120 migrants landed at O'Hare Airport on Tuesday night. WTTW reports the plane came from El Paso, Texas, and was chartered by the Texas Department of Emergency Management. A statement from Texas Governor Greg Abbott's office said since the mayor is failing to live up to his cities' "Welcoming City” ordinance by targeting migrant buses, Texas is expanding their operation to include flights to Chicago.

(Urbana-jm) – A Pennsylvania man is under arrest in Urbana after police officials said he led officers on a chase after stealing packages from homes in the area. The chase happened Monday afternoon and it started when someone living near Autumn Ridge and South Myra Ridge Drives reported a package stolen. Urbana Police later identified the driver as Simeon Simmons from Harrisburg, Pennsylvania. Officials said Simmons faces several charges, including theft over $500, aggravated fleeing and eluding, DUI, driving while license revoked and resisting and obstructing a peace officer.

(Champaign-jm) – A total of 160 residential home sales were reported in the Champaign County area in November, down 12% percent from 182 sales in November 2022, and the lowest sales reported in our area since 2011. A total of 2,397 homes were sold year-to-date, down 15.1 percent from 2,823 homes sold through November 2022, and the same decline year over year as one month ago. The Champaign County area median home sale price rose 6.36 percent to $204,750 in November from $192,500 reported in November 2022. In addition, the average home sale price continued to climb and for November 2023 it was $234,186, up 3.15 percent from $227,034 in November of 2022. Homes continue to sell quickly as the average home sold in 33 days in the Champaign market as compared to 35 days in November 2022.

(Springfield-jm) – Illinois was tied for third-worst rate of population decline compared to last year in new annual population estimates. Between April 1, 2020 and July 1, 2023, Illinois lost 364,443 people, the third worst loss behind New York and California. New U.S. Census Bureau annual estimates released Tuesday show Illinois had an estimated 12,582,515 people in 2023, or 32,826 fewer than the year before on net. For domestic migration, Illinois lost 83,839 people to other states in the past year, but with inbound migration, births and deaths, the state’s net loss was 32,826.

(Springfield-jm) – Former Illinois House Speaker Michael Madigan asked a judge Tuesday to delay his corruption trial. Madigan and co-defendant Michael McClain asked U.S. District Court Judge John Robert Blakey to stay proceedings in the case or reschedule the trial date to the fall of 2024, after the Supreme Court decides another case involving the federal bribery statute. The Madigan case is set for trial in April 2024. The Supreme Court is expected to decide Snyder v. United States by June 2024.

(Champaign County-jm) – The Champaign County Sheriff’s Office is gearing up for an enforcement effort for the remainder of the year to reduce the number of deadly accidents. Sheriff Dustin Heuerman says deputies will be looking primarily for unbuckled seatbelts and DUI. But they will also be looking for reckless driving behaviors such as speeding, texting while driving and disobeying traffic control devices like stop signs and lights.

(Urbana-jm) – The Urbana Police Department has announced an arrest in connection to a deadly shooting that happened almost two weeks ago. Department officials said that after speaking with witnesses and locating evidence, they identified Turhan Sims, as a suspect in the shooting of Kadeem Moore. Moore, a 34-year-old man from Champaign, was shot multiple times in the 2000 block of Vawter Street the night of December 8. Champaign Police officers and U.S. Marshals found and arrested Sims at Bloomington Road and Bradley Avenue.

(Springfield-jm) – Nearly six months into the fiscal year, Governor J.B. Pritzker's office says there is approximately $1 billion in budget pressures that will offset revenue gains. In a recent Economic and Fiscal Policy report, the governor's office said the pressures include potential spending related to asylum seekers. Illinois has spent more than half a billion dollars to help care for the migrant arrivals since last August. The funds have gone towards shelter and health care services. As a result, the Governor's Office of Management and Budget projects that the state is looking at $1 billion in budget pressures that will offset any revenues collected. The report also indicated the revised fiscal 2024 surplus is projected to total $422 million. The fiscal year ends June 30, 2024.

Democrats will choose between Charles Young, Carolyn Greer and Azark Cobbs to fill the vacancy of Mike Ingram who stepped down last month. (Gibson City–jc)  –  The Gibson Area Hospital Auxiliary’s fundraising efforts continue this month with the “Love Lights A Tree” campaign. Last year the group raised over 23 thousand dollars for projects at the local hospital. (Hoopeston-jm) – The City of Hoopeston is hoping to open new doors for future development.  A demolition project will clear the way for space to attract new businesses. Nine old buildings, most in the 200-block of East Main Street, will be the start of a demolition process beginning December 27th. The intent is to offer businesses a fresh start, creating their own business setting, rather than putting a lot of money into rehabbing old buildings. The hope is to ignite a spark for downtown. 

Last month, the Vermilion County Board awarded Hoopeston $600,000 in American Rescue Plan Act money for road improvements to help in bringing a hotel project to the city.

 

(Rantoul-jm) – Rantoul police are urging people to be more alert of their surroundings after 6 shootings in 5 days. Four of the shootings took place in the Falcon and Juniper Drive areas while the others took place near Marcia and Gates Drives and Lowry and Harper Drives. All of the shootings remain under investigation.

 

 

(Springfield–jc)  –   Illinois Lottery players have a chance to become a multi-millionaire this holiday as the Powerball jackpot jumps to $572 million for tonight’s drawing. This is the fourth Powerball jackpot to surpass the half a billion dollar mark in 2023. No one has hit the jackpot since October 11,  when a lucky ticket holder in Frazier Park, California claimed the second-biggest jackpot in lottery history - a mouth-watering $1.765 billion.

Election integrity groups have sent a letter to the Illinois State Board of Elections demanding that the state clean the voter rolls of inactive voters

(Springfield-jm) – Around 0.34% of Firearm Owners ID card holders in Illinois have registered a banned item with Illinois State Police. The latest gun ban registry numbers from ISP released Monday show just over 8,100 individuals disclosed a total of 24,381 banned items. There are more than 2.4 million FOID card holders in the state. Pending court action, the deadline to register is January 1.

 

(Chicago-jm) – A judge on Monday temporarily postponed sentencing dates for four former executives and lobbyists at the state's largest utility company convicted of conspiring to bribe former Illinois House Speaker Michael Madigan. The ComEd 4 had asked the judge to stay the case while the U.S. Supreme Court reviews a case that focuses on the federal bribery statute that the four were convicted under in May. U.S. District Judge Manish Shah granted part of the defense team's motion and denied another part at a motion hearing on Monday in Chicago. The judge struck the pending January sentencing dates for the four defendants and got rid of the deadlines for filing sentencing memos.

(Champaign County-jm) – U.S. Senators Tammy Duckworth and Dick Durbin have announced $1,835,880 in new federal funding for a total of five projects throughout Illinois to help improve traffic safety. These federal investments from the U.S. Department of Transportation’s Safe Streets and Roads for All program will help support planning, infrastructure, behavioral and operational initiatives to prevent death and serious injury on roads and streets involving all roadway users. Champaign County is receiving $945,000 for the Champaign County Regional Planning Commission to conduct supplemental planning to better consider equity in transportation safety plans and update safety data used in transportation plans.

 

(Champaign-jm) – Champaign County Crime Stoppers is seeking assistance from the public regarding a retail theft. On November 12, at approximately 4:39 p.m., three subjects entered Dick’s House of Sport at 2000 North Neil Street in Champaign. The subjects selected numerous items and left the store with armloads of apparel without attempting to make payment. The stolen merchandise was valued at over $1,800.

(Springfield-jm) – A federal district judge has denied a motion for partial summary judgment against Illinois’ gun ban. A separate motion for a delay in the January 1 registry requirement is still pending. Last week, Judge Stephen McGlynn denied a motion plaintiffs sought to block the law on vagueness grounds. That case was heard in October. The separate case to delay the registration deadline heard last week in district court remains under advisement with a ruling expected soon.

 

(Springfield-jm) – Election integrity groups have sent a letter to the Illinois State Board of Elections demanding that the state clean the voter rolls of inactive voters within 90 days. Judicial Watch, Illinois Family Action say the state must clear the rolls of inactive voters who have remained on the rolls in violation of the National Voter Registration Act. Judicial Watch estimates there may be as many as 800,000 inactive voters who should be removed. This is about 10% of the about 8.1 million registered voters in Illinois.

(Urbana-jm) – Urbana Police said that a 62-year-old woman found an intruder hiding in the back of her car Sunday after visiting two local churches and returning to her home. The intruder demanded money from the victim and proceeded to beat her. Law enforcement identified a 15-year-old boy as the suspect. After his arrest, he was taken to the Champaign County Juvenile Detention Center. Officers said the same suspect was recently arrested in connection to a series of Campustown robbery incidents. Urbana Police said that at the time, he was on parole for a previous robbery. Following the Dec. 12 arrest, the suspect was also taken to the Champaign County Juvenile Detention Center. He was released a few days later with no charges.

(Gibson City-jm) – A Gibson City man is facing multiple charges. According to a release from the Gibson City police department, Craig Fouss of Gibson City is charged with aggravated battery of a police officer, resisting a police officer and criminal trespass to property.

 

(Forrest-jm) – A 27-year-old Forrest man is looking at a lengthy prison stay.  Logan McPherson is charged with two-counts of Predatory Criminal Sexual Assault.  He was arrested by Fairbury Police. If convicted, McPherson could be sentenced to 120 years in prison. The Fairbury Police Department said McPherson is accused of sexually assaulting a female under the age of 13 at two separate locations in Forrest in November. McPherson and the victim knew each other.  He remains detained in the Livingston County Jail.

The national unemployment rate has edged down to 3.7% from 3.9% in October

(Springfield-jm) – In less than two weeks, Illinoisans found in possession of banned semi-automatic firearms without registering with Illinois State Police could face criminal penalties. A federal judge has yet to release a ruling on whether to delay Illinois’ gun ban registry. Southern District of Illinois federal Judge Stephen McGlynn heard oral arguments in the case Tuesday. He said he’s inclined to not issue an injunction delaying the Jan. 1 registration deadline, but hadn’t made up his mind. Before adjourning, he said he would issue a ruling promptly. He did not issue a ruling by Friday evening. Earlier in the day Friday, plaintiffs replied to the state’s motion to dismiss the case. Plaintiffs are seeking a delay in the Jan. 1 deadline while the case plays out on the merits. They argued the rules are too confusing and won’t be finalized until after the registration deadline.

(Rantoul-jm) – Rantoul police are investigating a shooting Sunday morning that left a man injured. At 1:00 a.m., a gunshot detection system alerted Rantoul Police to shots fired in the area of Marcia Drive and Gates Drive. Soon after, several 911 calls came in, including one caller who said they could hear someone yelling that they had been shot. Upon arrival at the scene, officers found a 25-year-old man with non-life-threatening injuries. One suspect was described as a man with a slim build who was wearing a dark-colored hoodie and dark-colored pants at the time of the crime. No other suspect information was provided. Separately, a 47-year-old man interfered with and threatened first responders during the shooting investigation, resulting in his arrest. He was charged with obstructing police and firefighters and then transported to the Champaign County Jail. Rantoul Police also continue to investigate 3 shootings that happened Thursday.

(Iroquois County-jm) – In updating our story from last week, Iroquois County Coroner Bill Cheatum has identified the victim of a crash near L’Erable Wednesday.  73-year-old Simon Ramirez of Onarga was pronounced dead at the scene. He was ejected from an SUV he was riding in with his sons. The two other men were treated for injuries at Riverside Hospital in Kankakee. Authorities say the SUV was northbound on 1500 E Road, failed to stop at a stop intersection and drove into the path of a westbound semi on Route 52.  The truck driver was also treated for injuries.

 

(Urbana-jm) – Students at the University of Illinois are researching the recent tornado outbreak in Tennessee. So far, they have collected data on wind speeds and looping features from the leftover debris from the storms. Wind speeds are then estimated based on those loops from photos. Once they have collected their data, the findings will be published in an academic journal.

Exactly how Illinois has fared will not be clear until the state breakdown numbers are released this week. In October, the Illinois unemployment rate was 4.6%, an increase of 0.2% over September’s numbers. That means Illinois’ unemployment was 0.7% higher than the national unemployment rate in October. Josh Bandoch of the Illinois Policy Institute said taxes and restrictive regulations consistently keep Illinois near the bottom of the 50 states when it comes to unemployment numbers.

(Bayles Lake-jm) – A Bayles Lake man has died after his vehicle went into the lake mid morning Saturday. Our partners at The Ford County Chronicle report 68 year old Stevie Chapman died after his vehicle went off the road on 200 north and went into Bayles Lake. A good samaritan on vacation from California jumped into the water to try and rescue Chapman before crews from Loda and Buckley arrived on scene. After about 20 minutes underwater, Chapman was rushed to Gibson Area Hospital where he was pronounced deceased.

 

(Champaign County-jm) – As the year cools down, the race for Champaign County Coroner is heating up. (Paxton-jm) – In updating our story from Friday, the driver of a vehicle accident on I-57 near Paxton has died. Illinois State Police say a northbound semi was hit in the rear by a passenger vehicle. That passenger vehicle stalled in the right lane of the interstate with no lights activated.  A second truck tractor semi-trailer struck the stalled passenger vehicle. The car crossed the median and came to rest in the southbound lanes. Champaign County Interim Coroner Steve Thuney identified the victim as 27 year old Justice Isom of Collinsville. An autopsy is scheduled for today.

 

(Vermilion County-jm) – A hearing conducted by the Vermilion County Wind and Solar Committee on a proposed new commercial solar farm attracted a crowd to the Cannon Office Building.  Mural Energy, LLC is proposing a solar farm on 1,443 acres of land in Jamaica Township, in the southwestern part of the county. If the project wins approval to proceed, the panels would not start going up until 2026. The project would create 100 to 150 construction jobs which would increase traffic on roads in the area.  The company expects about 17,000 deliveries of supplies during the erection of the panels.  The company says it would be a union project, which would create three or four full time jobs and estimates it would provide $1.4 million dollars annually in new tax revenues for the county – including new revenues for schools in that area.

(Rantoul–jc)  An early morning crash has closed a portion of Interstate 57 in the WPXN listening area. State Police say the accident happened around 1-30 this morning in the north bound lanes between Paxton and Rantoul. Traffic is being rerouted from Rantoul at the Interstate 57 exchange to route 45 and north to Paxton and then back on the Interstate. Emergency crews are on the scene of the crash at this hour and WPXN news will update this story as more official information becomes available. 

 

(Springfield-jm) – The state’s public health agency is asking more healthcare facilities to increase their mitigation efforts to respiratory viruses. Illinois Department of Public Health officials are asking places like hospitals and long-term care facilities to ramp up precautions on Thursday after noting half of Illinois’ counties are at a medium or high level for COVID-19 hospitalizations. Health officials also report RSV cases are causing a heavy burden for pediatric hospitalizations across the state. The guidance asks hospitals and long-term care facilities to implement masking requirements if they are located in counties which are rated to have high levels of hospitalizations. Hospitals are also asked to screen staff and visitors for symptoms, remind patients of hand washing and coughing etiquette, and potentially defer people experiencing respiratory virus for non-urgent visits or change them to telehealth services. 

 

(Springfield-jm) – The Illinois Commerce Commission has reduced the expected electric rate hikes for utility giants Commonwealth Edison and Ameren Illinois.

Capitol News Illinois reports while the rates will still go up, the ICC also rejected plans from the companies which included spending proposals and efforts to meet state climate goals. Governor JB Pritzker says the utilities should work with the state to meet the goals, but also must protect consumers…

 

 

Illinois Governor J-B Pritzker. Consumer and environmental advocates praised the decision as being an overdue step towards tighter utility oversight. Last month, the agency made a similar move to slash the rate hikes proposed by four gas utilities.

In a rare move, commission member and former AFL-CIO President Michael Carrigan dissented in the decision. He says the board could have modified the requests to comply with state law. 

 

(Champaign-jm) – Illinois State Police responded to a two-car crash on I-74 Thursday afternoon. The crash occurred at 2:40 p.m. just west of Prospect Avenue. ISP officials said traffic was rerouted onto Prospect Avenue. There’s no word on if there were any injuries.

(Champaign-jm) – Thursday, Governor JB Pritzker and the Illinois Department of Transportation were joined by local officials and community leaders to celebrate the latest milestones on the $251.8 million replacement of the Interstate 57/74 interchange, a signature project of the historic, bipartisan Rebuild Illinois capital program. As it moves into its next phase, the overall project will positively impact safety and mobility while positioning the region for long-term economic growth. The new interchange will have two flyover ramps from eastbound I-74 to northbound I-57 and westbound I-74 to southbound I-57. Construction will also add an auxiliary lane on I-74 for both directions between Prospect Avenue and Duncan Road. State officials estimate the project will be substantially completed in late 2025, with some work anticipated needing to be done in 2026.

(Iroquois County-jm) – The Iroquois County Sheriff’s Office along with the U-S Marshals Great Lakes Task Force has made some arrests. Deitrick Baines of rural Martinton was arrested on an outstanding warrant for aggravated fleeing and eluding. Candace Searcy of Cissna Park was arrested on warrants out of Vermilion and Douglas Counties in Illinois and Benton County in Indiana for possession of cocaine and possession of meth. Kyle Frazier of Hoopeston was arrested on an outstanding warrant for criminal damage to property.

(Springfield-jm) – With December now nearly half over, many parts of Illinois are still awaiting the first snowfall of the season. Because there hasn’t been any snow so far, most highway departments are fully prepared for whenever winter weather hits the Land of Lincoln. Although we haven't had any snow yet this season, officials say the salt supply and plows will be ready to hit the road when they are finally needed. The Illinois Department of Transportation is already gearing up for potential snow. IDOT said the salt domes are at capacity this year with more than 558,000 tons on hand.

(Iroquois County-jm) – One person was killed and three others taken to the hospital after an accident Wednesday morning near L’Erable. According to Illinois State Police reports, the accident happened on U.S. Route 52 at 1500 East. Preliminary investigation indicates that an SUV was being driven northbound on 1500 E Road approaching the stop intersection at US 52. The driver of the SUV failed to stop at the stop intersection and proceeded through. At that time, a truck tractor semi-trailer was being driven westbound on U.S. 52. The semi struck the passenger side of the SUV in the middle of the intersection. The SUV overturned and the front seat passenger of the SUV was ejected and pronounced deceased on scene.

(Springfield-jm) – With just over two weeks until the deadline for gun owners to register their assault weapons with the state, a panel of federal judges shut down a request from the plaintiffs to review the case again. A smaller panel of judges on the 7th Judicial Circuit already ruled in the state’s favor earlier this month. The request for the review was the last step standing between this case and the U.S. Supreme Court.

 

(Springfield-jm) – National Federation of Independent Business’s Small Business Optimism Index decreased 0.1 point in November to 90.6, which marks the 23rd consecutive month below the 50-year average of 98. Twenty-two percent of owners reported that inflation was their single most important problem in operating their business, unchanged from October but 10 points lower than this time last year.

(Savoy-jm) – Two people, including a 12-year-old boy, were arrested in Champaign County on Tuesday after the Sheriff’s Office said they assaulted and robbed a man last week in Savoy. Officials said the 12-year-old and 19-year-old Darren Mosley, both from Champaign, were arrested after the sheriff”s office released two images of the suspects on social media. The community responded to the images positively, officials said, and their tips led directly to the arrests. The two are accused of a robbery which happened on December 7 just before 11 p.m. A man leaving a gym in Savoy was approached by two suspects, who pepper sprayed and beat him before taking his wallet and headphones.

(Springfield-jm) – The USDA has just released updated Plant Hardiness Zone Maps for the nation. The new maps have moved Illinois planting zones to a higher number of designations in response to warmer winters and other climate changes. Dr. Trent Ford, the Illinois State Climatologist at the University of Illinois, said farmers have been reporting changing conditions since the last hardiness zone maps were released in 2012. The coldest growing zone in Illinois is in the top northwest portion of the state, which is designated “5a.” Most of northern Illinois is designated “5b.” Moderating conditions from Lake Michigan and urban sprawl put the majority of Chicagoland in zone “6a.” Most of central Illinois north of Interstate 70 is also designated “6a.” Areas between I-70 and I-64 are designated zone “6b.” Most of southern Illinois falls in zone “7a.”

(Champaign-jm) – Some taxpayers in Champaign County are upset to hear that Champaign schools are asking for more money from property taxes next year. They said they were left out of the decision-making process. School administrators said they want taxpayers to know that the total revenue they get is based on a rate decided by the county. Administrators said they must ask for a higher figure reflecting inflation and cost increases. They want to increase it from $138 million in property taxes this year to $150 million next year, and it doesn’t sit well with some taxpayers in the district.

(Danville-jm) – Efforts continue at the Vermilion County Animal Shelter in Danville on helping dogs get through the mysterious bacteria or virus that’s been causing trouble for about the past month.  The shelter continues to hold off on taking in any additional stray dogs. They now have 26 dogs with long term upper respiratory difficulties, along with 13 that have pneumonia.

(Springfield-jm) – Illinois soybeans are going global as part of a campaign to boost exports instead of relying heavily on China. The program has Midwest farmers branching out to countries like Egypt, Nigeria, and Honduras with a good measure of success. In Illinois, where 60% of soybeans are exported, farmers are looking to the program for stability in a changing global climate. Meanwhile, the outlook is considered bright for U.S.-grown soybeans with new markets being created for Midwest exports and expanded use in fuel. Not only are these new markets building confidence in the future of soybeans as opposed to relying on China, but Illinois is welcoming new crushing facilities for soybean fuel.

(Champaign-jm) – C-U at Home is marking an anniversary. C-U at Home is a non-profit ministry based in Champaign. C-U at Home began a transition as a provider of services to individuals experiencing homelessness, focusing on those who are working towards a healthy and independent future.  One year later, the organization’s Pathways to Progress program is meeting the needs of dozens of clients who have received shelter in seven residences located throughout the C-U community. Austin’s Place women’s shelter has served two dozen women since moving to its new home in west Champaign in December 2022. Nine residents have progressed from Austin’s Place into either one of the program’s advanced shelter residences or their own apartments. The C-U Men’s shelter moved into a large home in Urbana this past August. So far in 2023, 26 men have entered the Pathways program, and 11 of them have progressed into an independent living situation. Clients in the Pathways program meet weekly with their assigned case managers to track progress toward goals.

 

(Urbana-jm) – A cultural center on the University of Illinois campus is receiving national recognition for its work. The Bruce D. Nesbitt African American Cultural Center has been named the Cultural Center of the Year by the Association for Black Cultural Centers. The center is open to all students, most days from 9 a.m. to 9 p.m.

(Iroquois County-jm) – Iroquois County ballots will have contested races in the March 19, 2024 primary election.  Michael Quinlan of Bourbonnais and Rebecca Souligne have filed petitions for the prosecutor job.  Quinlan is currently assistant-State's Attorney under Jim Devine.  Devine elected to not seek re-election.  Two seats are up for election for County Board in District 2.  Three will go after the seats...incumbents John Shure of Buckley and Gerald "Jed" Whitlow of Gilman are challenged by Jody Munsterman of Onarga. Jamie Lee Bakken of Sheldon seeks a seat in District 3.  Paul Bowers is not running for re-election.  Raymond Williams of Hoopeston will seek another term. District 4 candidate Scott Watts of Watseka filed for re-election.   John Zumwalt of Sheldon did not file.  He leaves an open seat in the District. Lyle Behrends of Ashkum and Chad McGinnis of Chebanse both filed for new terms in District 1.

(Springfield-jm) – More people died on Illinois highways this Thanksgiving travel period. Fourteen people died during the four days, up from 10 last year. With the Christmas holiday travel period authorities are warning drivers to be careful. This year's total is the highest it's been since 2020 when 17 people died on Illinois roads.

 

(Springfield-jm) – Illinois State Police say they hope to begin enforcing new rules soon that will govern how Illinoisans will register their firearms, attachments and ammunition that are now heavily regulated under the state’s assault weapons ban.

But Capitol News Illinois reports state lawmakers are still reviewing those proposed rules, and could take action in January to let them go into effect.

(Champaign-jm) – As the healthcare field sees a staff shortage, facilities are doing the best they can to address the needs of families. Community colleges, including Parkland say that more students are answering the call with more students registering into their respective Healthcare Professions. Parkland College says certifications have risen from 368 in the 2019-2020 school year to more than 428 during the 2022-23 school year. This month, 140 more students are graduating.

 

(Urbana-jm) – The University of Illinois joined a group of big names in the artificial intelligence community. Grainger engineering professors said they’re part of the AI Alliance. Other members include IBM, Meta and NASA. The goal is to create a platform where people can work together, shaping a future for artificial intelligence that is ethical, useful and safe.

(Vermilion County-jm) – For the second month in a row, the Central Illinois Land Bank has failed to receive funding support from the Finance and Personnel Committee of the Vermilion County Board. The Land Bank was requesting $75-thousand dollars in ARPA money to help with office expenses. The Land Bank helps in the demolition of dilapidated structures in Vermilion, Champaign and Macon counties. Some County Board members want the county to go back to running its own Land Bank, instead of being linked to Champaign and Macon counties.

(Springfield-jm) – Federal prosecutors said Michael Madigan's former chief of staff is not entitled to an acquittal or new trial after a jury convicted him in August of lying to a grand jury to protect his former boss. Tim Mapes, 68, served for decades under former Democratic Illinois House Speaker Madigan as the clerk of the Illinois House and as Madigan's chief of staff. In August, a federal jury found Mapes guilty of perjury and obstruction of justice charges. Mapes in November asked for an acquittal, or in the alternative, a new trial in a motion before Judge John Kness. Mapes and his attorney argued that mistakes by prosecutors and the judge required an acquittal. Prosecutors pushed back on those claims in a 50-page motion in response. Mapes faces 20 years in prison on the obstruction conviction and five years on the perjury conviction.

 

(Springfield-jm) – Hunters in Illinois took a preliminary total of 76,232 deer during the seven-day 2023 Illinois firearm deer season that concluded December 3. In 2022, 76,854 deer were harvested during the 2022 firearm season. The preliminary harvest for the first segment of this year’s firearm season November 17-19 was 53,348 deer. Locally, 195 were harvested in Champaign County, 117 in Ford, 477 in Iroquois, 329 in DeWitt, 193 in Kankakee, 597 in McLean, 121 in Piatt and 603 in Vermilion County.

(Urbana-jm) – The University of Illinois Police Department is still investigating a Campustown shooting that left two people hurt in October. Over two months later, they are asking for additional help via Crime Stoppers in solving the crime. The shooting happened the morning of October 29 in the area of South Third Street and East Healey Street. The investigation suggested that two men got into a fight at a large house party and shots were fired. Two uninvolved college-aged women were hurt, but both survived. U of I Police said in October that two Hispanic men were considered suspects: one wearing a brown trench coat and sporting short brown hair, a beard, and neck tattoos; the other with braided hair and wearing a blue shirt.

(Springfield-jm) – The Office of Statewide Pretrial Services released the first sets of data following the implementation of the Pretrial Fairness Act. OSPS currently serves 71 of Illinois’ 102 counties. The Illinois Supreme Court created OSPS in 2021 to provide increased public safety and equality in the pretrial stage of the criminal justice system. Since September 18, OSPS has completed 4,375 investigations and 2,318 defendants have been ordered to OSPS supervision. There were 1,496 petitions for detention filed in OSPS involving cases filed on or after Sept. 18, with 976 petitions granted, 469 petitions denied and 51 petitions waiting to be heard.

 

(Springfield-jm) – The Illinois Department of Professional Regulation has announced House Bill 2394 has been signed into law, which will allow the Department to use a competitive, expedited process to identify and implement a new professional licensing system. As required by House Bill 2394, the new licensing software must be able to process initial license applications and renewal fees, along with the issuance of licenses to qualified applicants. It’s to be completed within the 90-day window that begins with the signing of House Bill 2394 into law. After the 90-day period concludes, IDFPR will have another 90-day period to begin implementing the new online licensing system on its website.

(Gibson City-jm) – Gibson City police have released their recent activity report. On November 29th, Lowell Davis of Farmer City was arrested and charged with burglary, possession of stolen property, theft over $500, possession of meth and criminal trespass to property.

 

(Urbana-jm) – Two people were arrested for unlawful use of a weapon in Urbana last week. Urbana Police officials responded to a domestic violence call Thursday night around 10 p.m. near the intersection of West Eads and North Gregory Streets. Police say one of the parties was allegedly holding a pistol at another person. Urbana Police found the suspect’s vehicle and stopped them at West Main Street near North Busey Avenue. While searching the car, officers found two pistols: one with an extended magazine, one fully loaded. They arrested 21-year-old Jaquan Dorris for unlawful use of a weapon as well as obstruction of justice for lying to evade arrest from an outstanding warrant and a 17-year-old boy for unlawful use of a weapon.

 

(The Center Square) – A new Commonwealth Foundation report reveals the four largest government unions spent $27.9 million on Illinois politics from 2021-2022. That’s more money than any other state. Report co-author Dave Osborne said governments are increasingly led by politicians who care more about union executives than union members or taxpayers. The report looked at the top 10 politicians who received the most public union PAC money. They included. Chicago Mayor Brandon Johnson, Illinois House Speaker Chris Welch, Illinois Senate President Don Harmon and Illinois Supreme Court Justice Mary Kay O’Brien.

Illinois' two U.S. senators want a law to allow certain non-citizens to become U.S. Military

(Washington-jm) – Governor J.B. Pritzker has already signed a law to allow certain non-citizens to become police officers in Illinois. Now, the state's two U.S. senators want the same for the U.S. military. Many Republicans are opposed to the idea. House Bill 3751, allowing certain non-citizens with work permits or who are Deferred Action for Childhood Arrival recipients to be police officers, passed the Illinois General Assembly with bipartisan support during the spring session. The measure had the backing of the Fraternal Order of Police. Now, U.S. Senator Dick Durbin wants the same for the U.S. military through a measure brought forward by Illinois U.S. Senator Tammy Duckworth. U.S. Senate Resolution 2401, known as the Enlist Act, was introduced on July 19. It remains in the U.S. Senate Committee of the Judiciary.

 

(Springfield-jm) – With less than three weeks before Illinois’ gun ban registry deadline kicks in, the Joint Committee on Administrative Rules is preparing to take up revised rules filed by Illinois State Police. JCAR meets in Chicago Tuesday morning to take up revised rules. Revisions include updated definitions of various things, including who is exempt from registering, what a licensed firing range is and that airsoft components don’t need to be registered as banned attachments unless the components are attached to a firearm. It’s expected there will be discussion about the ISP gun ban registry rules at Tuesday’s JCAR meeting, including what public comments were received, what changes have been made and what’s further to be resolved.

(Urbana-jm) – A man is dead after a Friday night shooting in Urbana. Officers responded to the 2000 block of Vawter Street at 9:41 p.m. Once on scene, they found a 34-year-old man with multiple gunshot wounds inside a home. First responders then rushed him to the hospital where he later died. The Champaign County Coroner identified the man as Kadeem J. Moore of Champaign. He died from multiple gunshot wounds.

 

(Undated-jm) – As the holiday season approaches and online shopping intensifies, the United States Postal Service said it is ready to handle the expected package and mail delivery surge. To ensure packages make it under the tree in time for Christmas, USPS reminded customers of the holiday delivery deadlines. Quarnstrom has served at the Champaign Fire Department for more than 26 years and is currently the Acting Deputy Fire Chief of Operations. (Springfield-jm) – Measures ranging from lifting Illinois' nuclear moratorium to addressing electric vehicle policies in the state and lifting some fees on the state’s cannabis industry are now law. Governor J.B. Pritzker’s office announced Friday he acted on 17 bills that the Illinois Legislature recently passed. Effective June 1, 2024, House Bill 2473 lifts the moratorium on new construction of small modular reactors in Illinois and establishes regulatory guidelines. The governor had vetoed a similar bill earlier this year. Sponsors of that measure came together to approve language addressing the governor’s concerns.

 

(Springfield-jm) – The Illinois Department of Revenue has recently reported that cannabis sales generated $452 million in tax revenue for the state from July 1, 2022 to June 30, 2023. While revenues have increased since recreational use was legalized, so have minority-owned cannabis businesses.

(Tolono-jm) – A Tolono man has been sentenced for predatory criminal sexual assault and possessing child pornography. James Shipley pleaded guilty and was sentenced to 48 years in prison. On April 3, 2023 an arrest warrant was issued for Shipley in Champaign County for Child Pornography and on April 4, he was arrested at his home in Tolono. On December 7, Shipley pleaded guilty to the charges and was sentenced to 48 years in the Illinois Department of Corrections.

 

(Iroquois County-jm) – A 60-year-old man is dead after a two-car crash in rural Iroquois County on Friday. Iroquois County Sheriff's Police went to the crash at the intersection of County Road 2900E and County Road 2600N. According to reports, a 42-year-old woman driving an SUV was traveling southbound on Co. Rd. 2900E, approaching the intersection with the right-of-way. A sedan driven by 60-year-old Martin Perez of Morocco, Indiana was traveling west on Co. Rd. 2600N approaching the stop sign. Perez did not yield at the sign and traveled into the path of the SUV. In the collision, both vehicles entered the southwest ditch where Perez's car hit a utility pole and rolled over into a plowed field. Perez was pronounced dead at the scene by the Iroquois County Coroner.

(December 7, 2023) – The Illinois Community College Board has granted nearly $9.2 million to 44 organizations, including 21 community colleges, throughout Illinois to help address education and unemployment gaps.  The funding will be used to help minority and low-income students as well as individuals with disabilities remove barriers to completing their education and career goals through the Innovative Bridge and Transition Grant program.Parkland Community College received 211 thousand dollars, Danville Area Community College netted 220 thousand dollars and the Urbana High School district will receive just over 124 thousand dollars

(Springfield-jm) – A federal judge is preparing to hear oral arguments in a challenge to Illinois’ looming gun ban registry. Plaintiffs are looking to delay the January 1 deadline to register now banned guns or face potential criminal penalties. Illinois’ gun ban requires those who own such firearms from before the law was enacted to register with state police by the first of the year or face criminal penalties. In a motion to dismiss a request for a temporary delay of the January 1 deadline, the state argued they’ve given ample notification. Kostas Moros, an associate attorney with Michel and Associates, filed a response for the plaintiffs this week. He said the state’s emergency rule process and public notification of the registry is a “legal fiction.” The most recent set of revised emergency rules from ISP were published this week through the Joint Committee on Administrative Rules. The state told the judge in a brief that gun owners have a choice to make, submit an affidavit or relinquish them. Judge Stephen McGlynn is set to hear oral arguments in the case next week. He is expected to issue a ruling before the Christmas holiday.

 

(Chicago-jm) – Illinois Governor J.B. Pritzker says the state will pay an additional $4 million to provide meals to asylum seekers through the end of the calendar year, which adds to the already inflated amount of taxpayer dollars for noncitizen migrants arriving in Chicago. The $4 million is expected to cover meal costs for only the end of the month. November was covered by $2 million from the Greater Chicago Food Depository. The state has already provided $10.5 million in funding for food for new arrivals since they began to show up in the Windy City, bringing the total now to $12.5 million just for food. Illinois has spent more than $500 million in taxpayer funding to care for the migrants since they arrived.  Pritzker said while the state is helping the city with funding, Chicago should be the one with a plan.

(Paxton-jm) – The former Doug’s Compounding Pharmacy building has been sold. Our partners at The Ford County Chronicle report Andy Hudson bought the building. According to the paper, Hudson has no specific plans for the building but did say it wouldn’t be a pharmacy and it would be reconfigured for retail. Hudson told the paper he bought the building to ensure it would be owned by someone local and invested in the community.

Town Center Boulevard, DUCE Construction will close one eastbound lane of Town Center Boulevard between Moreland Boulevard and Neil Street in Champaign. The closure will begin on Monday, December 11th and reopen on Friday, December 15th. Eastbound traffic will be reduced to one lane in the area.

(Chicago-jm) – A state legislator wants to know more about where taxpayer dollars are being spent in relation to the growing migrant housing crisis. The migrant arrivals have been housed in police stations, O'Hare International Airport, YMCAs and former colleges, and as the numbers continue to increase as winter sets in, city officials are looking at public places that could be turned into housing, but several locations have not come to fruition. Original plans by the city included warming buses for the migrants during the winter months, and a $29 million contract to use taxpayer funds for military-grade basecamp tents at Brighton Park, but the Illinois Environmental Protection Agency shut that project down due to insufficient soil sampling and remediation. Republicans argue there is a lack of transparency when it comes to how the money is being spent.

 

(Washington-jm) – The Illinois Corn Growers Association is among several groups applauding the passage of a bill in the U.S. House that strikes down the Biden administration’s aggressive electric vehicle standards. By the bipartisan vote of 221-197, the U.S. House passed the Choice in Automobile Retail Sales Act. The CARS Act strikes down a Biden administration initiative that would require two out of every three new vehicles be electric by 2032. The measure now moves onto the U.S. Senate. The CARS Act would also prevent the EPA from implementing future vehicle emissions regulations that would mandate certain technologies or limit the availability of vehicles based on engine type.

(Peoria-jm) – OSF HealthCare hospitals and clinics across the state are seeing a significant uptick in patients to begin December. The heavy increase in patients can lead to elevated exposure of germs and viruses, plus longer wait times.  OSF officials advise if you suspect you have COVID, to take an at home test instead of coming into the doctor's office and to avoid going to the Emergency Room unless it is life threatening. They also say COVID-19 isn’t the only virus making the rounds in our communities right now. Influenza, RSV and others are being seen often as well. So how can we stop the spread of viruses?  Stay home when you aren’t feeling well. Wash your hands and use hand sanitizer regularly. Cough or sneeze into your elbow. Illinois State Police have filed updated rules to properly implement the state's assault weapon registry

(Washington-jm) – With the January 1 deadline to register banned firearms approaching, Illinois has responded to a challenge of its gun and magazine ban in the U.S. Supreme Court. The Seventh Circuit U-S Court of Appeals denied a motion for preliminary injunction. That decision was met with an appeal to the U-S Supreme Court. Last week, Justice Amy Coney Barrett gave the state until last night to respond to a motion for an injunction pending review. In Wednesday’s filing arguing a motion for an emergency injunction pending review be denied, the state said that among other things the plaintiffs have not shown circumstances warranting such action. Separately, the challenge against Illinois’ gun ban that also raises conflict of interest concerns around the Illinois Supreme Court has advanced at the U.S. Supreme Court. Wednesday, Justice Amy Coney Barrett distributed Caulkins’ case to the full U.S. Supreme Court for possible consideration at their conference Jan. 5.

 

(Springfield-jm) – The state of Illinois recorded its lowest index score for tax climate over the past ten years in the latest Tax Foundation State Business Tax Climate report. Wirepoints President Ted Dabrowski said he could have predicted Illinois’ record poor showing citing the state’s high tax rates especially for property taxes. Using a system that favors business-friendly states and those that seek to minimize the tax load residents and corporations pay, researchers found that Illinois now has its lowest index score for tax climate in the past 10 years, falling to No. 37 in the country overall after ranking as high as No. 25 as recently as 2017.

(Champaign-jm) – Champaign is aiming to become more bicycle-friendly with more lanes and paths, but is asking residents to vote for which ones they should work on building first. The city of Champaign is looking for input from residents to choose which proposed path or lane in the city’s four quadrants should be created first. City officials created an online survey open for the next two months to get feedback on the 16 bike improvement projects. To submit a survey, learn more about the prioritization process, view frequently-asked-questions, and explore the interactive web map, visit Engage Champaign’s website. The full list of the 16 bike paths and lanes described in detail also can be found on the city’s website. Champaign’s Plan Commission will discuss the Bicycle Implementation Plan as a part of the Transportation Master Plan in early 2024.

 

(Urbana-jm) – The future of the University of Illinois’ historic arena may be on thin ice. Maintenance at the U of I Ice Arena has been a slippery subject in the last few years. Now, administrators are trying to figure out what to do with the space. The Ice Arena on the U of I campus has been around since 1931. Ice Arena officials say keeping the old equipment running will require raising student fees, and administrators are trying to weigh the feasibility of keeping it open. Last year, the university let students vote on the ice rink’s fate to get an idea of what they wanted. The survey had four different options for the rink: keep it, install artificial turf, install multi-use courts, or “do nothing.” The majority voted for getting rid of the rink and putting in multi-use courts instead, but not everyone agrees with that outcome.

(Vermilion County-jm) – Twenty-three candidates have filed petitions seeking fifteen seats that will be up for grabs next year on the Vermilion County Board. Monday was the deadline for candidates to file petitions with the County Clerk indicating their desire to run. Those who have filed include: in District One, Todd Johnson, a Republican, and Democrat Amy Buttram.  Johnson is an incumbent. In District Two, Steve Miller and Dan C. Wright filed.  Both are Republicans who currently serve on the County Board. In District Three, Republican Joe Eakle filed seeking another term. In District Four, there are four candidates running for two seats, Tim Mc Fadden, Gary Wright , Charles R. Sermersheim and Carl Lee Johnson. Johnson is a Democrat.  Mc Fadden, Wright, and Sermersheim are Republicans. In District Five, incumbent Crisi Walls and Robert ‘Jim’ Watson filed to run. In District Six, incumbents Mark A. Steinbaugh and Lon Henderson are seeking to retain their seats on the County Board.  They are both Republicans.  William Donahue, a Democrat, hopes to win one of their seats. In District Seven, County Board Vice-Chairman Craig Golden, a Democrat, is seeking re-election.  Also running in District 7 are Republicans Mark Janesky, Joe Leonard, and Timothy Morgan. In District Eight, two incumbents – Jerry Hawker and Phearn Butler – are hoping to retain their seats on the County Board.  Hawker is a Republican and Butler is a Democrat.  Also running in District Eight is challenger Bryan McDaniels. In District Nine, Becky Stark is seeking another term.  James ‘Mouse’ McMahon also filed seeking a seat on the County Board in District Nine. Marla Mackiewicz did not file for another term in District four.  And in Districts seven and nine – in addition to the regular terms – both have two-year unexpired terms to be filled.

(Springfield-jm) – Illinois State Police have filed updated rules to properly implement the state's assault weapon registry. This comes less than a week before state police will appear before a top committee of lawmakers to see if they approve the amended language. Assault weapon owners in Illinois have until the end of this month to register their firearms and attachments with state police. Although, everything could change if the powerful Joint Committee on Administrative Rules rejects the new proposed rules during a hearing Tuesday morning in Chicago. The proposed rules state anyone submitting an affidavit for their assault weapon or .50 caliber rifle manufactured with removable attachments is only required to submit information for the firearms. Bolt and lever action rifles or pump action shotguns are not subject to the state's registry. However, gun owners will need to register the attachments if they remove the items from those firearms to alter other guns.

 

(Springfield-jm) – A program designed to award tax breaks in an effort to drive investment in low-income communities is not catching on in Illinois as it is elsewhere.  Opportunity zones were established under the Tax Cuts and Jobs Act of 2017. The zones work by helping investors reduce the capital gains taxes they owe on previous investments by investing those gains in OZ communities for at least seven years. If investors keep their investment in OZs for ten years, they can eliminate their tax bill entirely. Illinois has 327 designated opportunity zones located all around the state, the sixth highest number in the country, but Illinois is trailing most of the country in OZ investment. Experts say part of the problem is the number of people leaving the state.

(Undated-jm) – There will not be two Republican names on the March 19th primary ballot for the retiring Mike Marron’s 104th District Illinois House seat.  At first, two candidates had expressed interest.  One was Brandun Schweizer, a retired U.S.M.C. Master Sergeant and current City of Danville Code Enforcement Inspector.  The second was Marguerite Bailey, current Legislative Assistant to State Rep Marron and Former Village of Potomac Trustee. But Bailey announced she is stepping aside from her candidacy for party unity.

(Decatur-jm) – After a seven-year court case, the State of Illinois will settle a case in which a police vehicle crashed into a Decatur woman’s car and killed her. The young daughters of Kelly Wilson will split nearly $2.6 million after their lawyers originally asked for $10 million. In 2016, Illinois State Trooper Jeffrey Denning was speeding to a possible crime scene in Champaign County when he slammed into Wilson’s car. In 2021, Denning pleaded guilty to reckless conduct.

(Champaign-jm) – In order to complete pavement patching, ATT and Custom Underground will close one lane of Prospect Avenue between Springfield Avenue and Healey Street.  The closure will begin today, and will reopen tomorrow. Northbound traffic will be reduced to one lane in the area.

(Springfield-jm) – State fire officials are stressing the importance of fire safety while decorating for the holiday season. According to the National Fire Protection Association, more than one-third of home decoration fires are started by candles. More than two of every five home decoration fires occur due to decorations being placed too close to a heat source. Electrical distribution or lighting equipment was involved in more than two in five home Christmas tree fires with nearly one in five Christmas tree fires being started by lamps or bulbs.

 

(Springfield-jm) – There was a statewide launch Tuesday of Illinois’ partnership with The Dollywood Foundation to provide Dolly Parton’s Imagination Library. Officials said the book gifting program mails free, age-appropriate books to children from birth to age five, regardless of the family’s income. (Champaign County-jm) – Champaign County Coroner Duane Northrup resigned from his position on December 1st. According to the Champaign County Republican Party, Northrup served for more than 22 years as coroner. The county GOP will begin accepting applications from those interested in being nominated to serve Northrup's remaining term, ending November 30 2024. Applicants must live within the boundaries of Champaign County. Applications will be due by Friday, December 15 at 6 p.m.


 

(Decatur-jm) – A judge has ruled the State of Illinois will have to pay over $2.5 million to the estate of Kelly Wilson in a wrongful death lawsuit stemming from a deadly crash involving a former Illinois State Police trooper. In March of 2021, a judge sentenced Jeffrey Denning, a retired Illinois State Police trooper, to 24 months of probation for his role in the 2016 crash that led to the death of Kelly Wilson. Trooper Denning hit Wilson's car in May 2016 as she turned onto Oakland Avenue from West Harrison Street in Decatur. The woman died from injuries sustained in the crash. Denning was responding to the shooting of an officer in Mahomet at the time of the crash. Denning pleaded guilty in January 2021, as part of a partial plea agreement, to reckless conduct in court.

(Champaign County-jm) – Inmates at the Champaign County Jail will now be able to make phone calls at half the price. The current carrier, Securus, has phone calls for 12 cents per minute, and 15 cents per minute for 20-minute video calls. The new provider, Consolidated Telecom, Inc., will provide voice calls for only five cents a minute and remote video calls at 20 cents a minute. The new contract also gives people in jail two 20-minute phone calls a day at no cost to callers or the county.

(Iroquois County-jm) – The retirement of State Senator Tom Bennett has attracted four Republicans with an eye on Illinois’ 53rd District. Seven candidates had been circulating petitions, but in the end, four followed through. Monday marked the end of the week-long period in which candidates could file nominating papers with the Illinois State Board of Elections. Included among the candidates are Susan Wynn Bence of Watseka, Mike Kirkton of Gridley, Jesse Faber of rural Pontiac, and Chris Balkema of Channahon.

(Springfield-jm) – The Illinois Supreme Court ruled that automobile insurance policies must cover people against uninsured motorists and hit-and-run accidents, even if the person covered by the policy is not in a vehicle at the time of the accident. The case involved a 14-year-old Chicago boy, Cristopher Guiracocha, who was struck by a hit-and-run driver in 2020 while riding his bicycle on a public street. He suffered injuries to his right arm, shoulder and thigh that required medical attention. To pay the medical bills, Christopher’s father, Fredy Guiracocha, filed an uninsured-motorist claim with his auto insurance company, Nashville, Tennessee-based Direct Auto Insurance.But Direct Auto denied Guiracocha’s claim, arguing that Christopher was not an occupant of his father’s vehicle at the time of the accident and, therefore, was not covered by that insurance policy. Direct Auto pointed to the language in its policy that said its coverage only applies to people occupying the insured motor vehicle at the time of the accident. A trial court initially agreed with the company and dismissed the claim, but the 1st District Court of Appeals reversed that decision. The Supreme Court unanimously upheld the appellate court’s ruling.

 

(Cissna Park-jm) – A teenager is under arrest in Iroquois County after the Sheriff’s Department said he broke into three cars and stole two of them over the weekend in Cissna Park. Officials said deputies were informed of the thefts within 10 minutes of each other early Sunday morning. One was reported at 2:20 a.m. in the area of Martin Avenue and Third Street; the other was reported at 2:30 just blocks away at Harrison Avenue and Fourth Street. Deputies arrived in the area and began looking for the stolen vehicles. The victims provided a description of a suspect and deputies later saw a 17-year-old matching the given description. The teen went into a house on Koplin Avenue. The teenager was placed under arrest and charged with multiple counts of burglary, possession of a stolen car, criminal damage and theft. He was initially taken to the Iroquois County Jail before being transferred to the county’s juvenile detention facility, pending a court appearance.

(Urbana-jm) – A Champaign teenager is under arrest after Urbana Police said they found a gun in his possession during a traffic stop. Police officials said the teen was in a car that was pulled over Monday night for violations of the Illinois Vehicle Code. When a police dog conducted an open-air sniff, officials said it raised an alarm. A search of the car turned up marijuana and a 9mm pistol with a loaded extended magazine. An investigation identified the 17-year-old as the person in possession of the gun and he was taken into custody. The teen was taken to the Champaign County Juvenile Detention Center and was booked for unlawful possession of a firearm.

(Champaign-jm) – The Champaign-Urbana Reparations Coalition is hoping to be the next in the state to secure reparations for African-Americans. But they are focusing on more than just the potential monetary benefits of the move. Organizers are following Evanston’s successful footsteps with a plan to educate, acknowledge historical harms and take actual steps toward repair. The group is specifically looking at the impacts of historic red-lining in the Champaign-Urbana area, how this led to what we now see as concentrated areas of African-American people, and what the health, financial, and educational circumstances are for people living there.

The closure will begin today and will reopen on Monday, December 11th. Eastbound traffic will be reduced to one lane in the area. White Construction will close Anthony Drive in Champaign between Dobbins Drive and Dale Drive. Both eastbound and westbound Anthony Drive traffic will be detoured in the area. The closure will occur on Monday, December 11th between the hours of 7 a.m. and 3 p.m.

(Springfield-jm) – While the Illinois Supreme Court last week denied the ability for individuals to get public records about their Firearm Owners ID card revocation or denial, a board is set up to field appeals of such actions. During a recent Senate hearing, FOID Card Review Board member Erin Alexander said the board fields appeals from those with revoked or denied cards. Among the information they review comes from law enforcement reports. ISP recently said it has denied or revoked more than 4,000 FOID cards based on clear and present danger reports. There are more than 2.4 million FOID card holders in Illinois. Illinois State Police statistics show in November, nearly 1,000 were revoked. Of 14,300 applications, 1,300 were denied. To date, the board heard a total of 256 petitions, and continued 81. One-hundred and sixty-three petitioners have been granted relief and 12 have been denied,

(Paxton-jm) – The Paxton Police Department has arrested a man from Woodland for sex crimes against children. The CHAOS Task Force, which the Paxton Police Department is a member of, announced that 39-year-old Kyle J. Condon was arrested on Saturday as part of an active investigation. Officials said Condon was communicating with a minor aged 15 or younger and arranged to meet with the child in Paxton. After traveling to the town on Saturday, he was arrested by Paxton Police. Condon was charged with indecent solicitation of a child, solicitation to meet a child and traveling to meet a child.

 

(Mahomet-jm) – The Sangamon County Coroner, Jim Allmon, has identified the man who died after being taken from the scene of a motor vehicle collision near North Dirksen Parkway and Sangamon Avenue in Springfield Friday night. Allmon says Chad Dial, 41, of Mahomet died at 9:17 p.m. shortly after arriving at HSHS St. John’s Hospital’s emergency room. An autopsy done on Monday suggests Dial died from multiple blunt force injuries sustained in the collision.

(Champaign-jm) – The Champaign Police Department is looking for three women after officials said they stole from the city’s Meijer in two separate acts of theft. The thefts happened the night of November 25 between 6:45 and 7:30 p.m. Officials said that in the first theft, two women stuffed clothes into a backpack and then left the store. In the second theft, a third woman put clothes into a large bag, then tried on a coat and walked out wearing it. None of the women tried to pay for the clothes they took, which were valued at $800. All three women were recorded on camera as they walked out of Meijer. The suspects in the first theft are also said to have driven away in a silver car.

(Springfield-jm) – Hospital systems in Illinois and around the country continue to be attacked by cyber criminals. According to the Institute for Security and Technology, about 300 hospitals have suffered ransomware attacks this year alone. Cyber experts say hackers typically see health care organizations as a prime target because hospitals are likely to pay ransom to keep critical health services up and running. The latest incident involved Ardent Health Services, which said the Thanksgiving day attack affected 30 hospitals and more than 200 health care sites across six states. 

 

(Champaign-jm) – The University of Illinois will close down part of Kirby Avenue to remove a damaged streetlight today. The closure will occur between the hours of 7 a.m. and 12 p.m. During the closure, westbound traffic will be reduced to one lane on Kirby Avenue between First Street and Fourth Street.

(Springfield-jm) – Two federal grants have been awarded to support the initiation and expansion of Full-Service Community Schools in Illinois. The United States Department of Education announced that the Afterschool for Children and Teens Now Coalition or ACT Now, an organization that supports after-school programs and community schools statewide, was awarded a five-year grant with an annual award for each grant of up to $9.4 million. This will total $94,204,000 for Illinois schools over five years. Full-service Community Schools are partnerships between schools and surrounding community resources, with a focus on academics, health and social services, youth and community development, and family and community engagement.

(Urbana-jm) – A new pain and spine center is coming to Urbana. OSF HealthCare Heart of Mary Medical Center is opening it on December 20. It’s attached to the hospital right off West Church Street and North Wright Street. Some of the services available will provide an alternative to surgery, like steroid injections and radiofrequency ablation. (Urbana-jm) – Part of Race Street in Urbana will be closed off to traffic starting Wednesday morning, city officials announced. The northbound lane of the street between Elm and Main Streets will close at 7 a.m. Ameren crews are going to be replacing an electrical manhole, officials said, requiring the northbound lane to be closed for the remainder of Wednesday and most of Thursday. Northbound Race between Elm and Main will reopen at 5 p.m. on Thursday.

(Penfield-jm) – The Champaign County Forest Preserve District is aiming to make stargazing easier with the inclusion of a new trail at one of its forest preserve. Middle Fork River Forest Preserve was designated an International Dark Sky Park in 2018, based on the exceptionally starry nights visible from the preserve and its nocturnal environment. Now, the district is planning a special trail to allow for better stargazing. The Forest Preserve District said the project will create an accessible trail that can be enjoyed day or night and all year long, allowing for greater access to the habitat restorations at Middle Fork River Forest Preserve. In addition, the trail will serve as the home for dark sky education and programming. The Forest Preserve District received a grant from the Illinois Department of Recreation to cover half of the project’s $800,000 cost. They are asking for donations from the public to help cover the other half.

(Illinois–jc)  –A German renewable energy company plans to file applications to construct a multi-county wind farm in Central Illinois. The company would build about 60 wind turbines in Sangamon and Montgomery counties over the next several years. The total project would eventually create 350 megawatts of electricity. That amount is equivalent to about half of Springfield's power needs.

 

(Danville-jm) – Danville’s VA Illiana Health Care is hosting a town hall and resource fair for women Veterans on December 9 in Urbana. It will take place from 10 a.m. to 1 p.m. at the University of Illinois’ Chez Veterans Center. The event will allow women Veterans to enroll for VA health care benefits, learn about women-specific VA services, and get vaccinated for the flu or receive a COVID-19 booster. Nutrition, massage therapy, and women’s health programs will be available. The event will also offer snacks, a raffle and children’s activities.

(Springfield-jm) – Of Illinois' 2.4 million Firearm Owners ID card holders, the latest Illinois State Police data shows just 0.2%, or 4,877 people, have registered a banned item. There is less than a month left before the January 1 deadline to register banned items with Illinois State Police or criminal penalties could apply, pending any possible court injunction against the deadline. The state of Illinois and the city of Naperville have until Wednesday to respond to the U.S. Supreme Court as to why a preliminary injunction against the state’s gun and magazine ban shouldn’t be issued. Robert Bevis of Law Weapons out of Naperville sued the city over its gun ban in the fall of 2022. He amended his complaint to include Illinois’ after the state enacted its ban. After the federal appeals court sided with the gun bans, Bevis was successful in getting U.S. Supreme Court Justice Amy Coney Barrett to docket his challenge last week. The motion for a preliminary injunction in front of the U.S. Supreme Court lays out why plaintiffs feel two of the three-judge panel of the Seventh Circuit U.S. Court of Appeals got it wrong in siding with the gun bans.

 

(Undated-jm) – Nearly all of the counties in Central Illinois are reporting an increase in COVID-19 hospitalizations over the past week. The Illinois Department of Public Health says that people should also be aware of rising RSV and flu cases. Nearly 40 counties across the state are listed at medium risk for COVID-19 hospitalizations, according to the CDC. Five counties are now at high risk for hospitalization due to severe illness from COVID-19. Locally, Ford, Iroquois and Champaign County are at medium risk while Vermilion County remains at low risk.

An event was held Saturday where veterans and their families could discuss issues like trauma and PTSD and how to handle it. The group hopes to continue to build the discussion and help more veterans and their families.

(Champaign-jm) – Tickets are now on sale for the annual Ebertfest in Champaign, and next year’s edition is a milestone year for the annual film festival. Ebertfest will be celebrating its 25th anniversary in 2024. In recognition of the festival’s 25th anniversary, people are asked to suggest films that are 25 years or older for showing. Suggestions can be submitted by emailing ebertfest at yahoo dot com. Ebertfest 2024 will take place from April 17 to April 20.

(Springfield-jm) – The U.S. Census estimates Illinois’ population has declined for nine consecutive years. The bureau’s Vintage 2022 estimates released last December showed 110,127 fewer people in Illinois on net than the year before. That’s on top of an estimated 80,000 lost in 2020. In 2019, Illinois lost on net 51,250 people. Annual population estimates for each state are expected sometime next month from the U.S. Census. Illinois has 17 U.S. House seats. Because of reapportionment based on population, that’s down from 22 seats 30 years ago. Republicans suggested poor policies by the Democratic majority in Illinois don’t compare to Republican control decades ago. Illinois’ legacy debt for public employee pensions now exceeds $200 billion, when considering state and local unfunded pension liability. Last week with Crain’s Chicago Business, Pritzker blamed the population decline on outgoing college students. He said with more taxpayer funding for college scholarships, that’s turning around.

The intention of National Impaired Driving Prevention Month is to raise awareness about the dangers of impaired driving. Impaired driving refers to operating a vehicle while under the influence of alcohol, drugs, or other substances that can restrict a person's ability to drive safely. Never get behind the wheel of a vehicle if you are impaired. Impaired driving is a significant cause of traffic accidents, injuries, and fatalities.

(St. Joseph-jm) – Officials with the St. Joseph school district are warning the community about suspicious vans in the area. The St. Joseph-Ogden School Resource Officer posted on Facebook about two separate incidents. The first happened at a Jack Flash gas station. A man in a red van asked a customer if they spoke French, and for help with his broken down van. The customer said no and the man left. The second incident happened south of St. Joseph. Someone in a white van stopped in the road and asked a farmer driving a tractor for help with their GPS.

No longer do you have to worry about meeting someone new, getting their number, and typing something in wrong. The latest iOS 17 update brings a new feature: a quick way to share your contact information with just one touch. Some people are worried about others getting too close and stealing their information. Area police say you shouldn’t worry about people getting your personal information this way as it is password protected.

(Springfield-jm) – The Illinois Supreme Court says people cannot file public records requests to get information about their Firearm Owners ID card. In September, the Illinois Supreme Court heard a case brought by two individuals who used the Freedom of Information Act to try and get records regarding why their FOID cards were either revoked or suspended. During oral arguments, Chief Justice Mary Jane Theis raised the prevailing point that was ultimately issued unanimously Thursday. The justices said they agree the law does not provide any exemption for individuals who are seeking their own information, even if the individual provides consent for the disclosure.

 

(The Center Square) – The latest U.S. Census data for the state of Illinois shows small businesses are leading the way in terms of job growth as they added more than 51,000 jobs in 2022. According to the U.S. Department of Labor, unemployment claims in November for Illinois increased by over 1,300 for the week ending Nov. 18. Those claims are the fourth highest in the country during that week.  Despite Illinois historically trailing the national average in terms of total unemployment rate, Illinois Policy Institute Dylan Sharkey said businesses with under 50 employees have been able to grow

(Danville-jm) – The Vermilion County Animal Shelter in Danville, has temporarily suspended the intake of dogs while the health of one specific dog is further studied.  There has been concern nationwide about a dog illness that may be spreading. It is not known yet whether it’s a virus or a bacteria.  What is known is that it causes pneumonia-like symptoms, but can also be confused with respiratory problems that dog owners and animal shelters see quite often.

(Springfield-jm) – The healthcare industry is exempt from Illinois’ strict Biometric Information Privacy Act because of the Health Insurance Portability and Accountability Act, also known as HIPAA, according to a unanimous Illinois Supreme Court decision. BIPA was enacted in 2008 and prohibits the use of anyone’s biometric information like a face scan or fingerprint without the individuals’ explicit permission. The law has been used in class action settlements against social media companies like Facebook. White Castle employees used the law to challenge that company's policy of using fingerprints in the workplace. Attorneys arguing said health care providers’ use of automated dispensing cabinets to access medications and medical supplies to treat patients is unquestionably health care treatment under HIPAA.

(Champaign-jm) – Registration is now open for the 2024 edition of C-U at Home’s One Winter Night. The annual event sees participants spend one night outside in cold temperatures to simulate the experience of homelessness. It’s a problem faced by many in Champaign-Urbana, and the organization hopes that participants learn about it by participating. This year’s event is scheduled to begin the night of February 2, 2024. Those interested can sign up on C-U at Home’s website.

 

(Undated–jc)  Five Illinois counties were considered disaster zones by the U.S. Department of Agriculture as a result of losses caused by a storm that rolled through the state five months ago.Agriculture Secretary Tom Vilsack issued the disaster declaration for Christian, Hancock, McDonough, Sangamon and Washington counties this week. All five counties were impacted by a derecho that moved through Central Illinois June 29. Under this disaster declaration, the five counties and bordering counties will receive emergency loans from the USDA Farm Service Agency.

(Momence-jm) – Illinois State Police Division of Criminal Investigation officials announce the arrest of 19-year-old Jorge Campos of Momence, for Reckless Homicide  Failure to Report Crash Involving Death, and Obstructing Justice . On August 27th just before 3 a.m, State Police responded to a hit and run crash involving a motorcycle and passenger vehicle on 4000 North Road near 14000 East Road in Momence. The driver of the motorcycle, 52-year-old Bert N. Lawton of Grant Park, IL, was transported to an area hospital and pronounced deceased. The offending vehicle fled the scene. A thorough investigation identified the offending vehicle’s driver as Jorge Campos. Agents took Campos into custody. The Kankakee County State’s Attorney’s Office approved the above charges and Campos is being held at the Kankakee County Jail pending a detention hearing.

Hudson Drug and Hallmark in Paxton will hold a book signing with local author Valerie Wright tonight from 5-7 pm and tomorrow from 9-11 am.

 

The 2023 Paxton Holiday Shopping Weekend in downtown Paxton will take place this weekend. An evening shopping event will take place tonight from 5-8 pm, a pancake and sausage breakfast at Veterans Square from 8-11 am Saturday, Prairieland CEO Jingle Bell 5k Run at 9 am Saturday and a  Kids Matinee Christmas movie at 2 at Veterans Square Saturday. Sunday there will be horse and carriage rides downtown from 12-4.  The bag sale will take place all weekend.

 

Paxton’s First United Methodist Church will hold a Mrs Claus’s Closet for kids to shop for their parents Saturday from 10-2 and  Sunday, December 3rd from 12-4.

 

The Roberts Fun Day committee will hold a fundraiser on Saturday at the Roberts Gym. Activities include vendors and crafters from 8-2, biscuits and gravy breakfast from 8-11, PBL junior high mini band will perform at 10.

 

The Paxton Emergency Response Service’s Cookies with Santa will take place on Saturday from 1-3 pm at their station located at 134 W. State Street. Bring your kids to get cookies and get their picture taken with Santa.
