According to the report, affordable housing in the state is nearly out of reach and experts say more than half of households are one financial problem away from becoming homeless. The average full-time worker in Illinois will have to make nearly $25 an hour in order to afford a modest two-bedroom apartment. The report said even in more affordable counties, the lowest amount a person needs to make is close to $15 an hour. According to the report, if you make the state's minimum wage of $13 an hour you would need two full-time jobs or work 76 hours a week to afford a two-bedroom apartment.

(Springfield-jm) – It was five years ago this week that a major U.S. Supreme Court ruling involving an Illinois case changed the landscape for public employee unions around the country. Mark Janus worked for the Illinois Department of Healthcare and Family Services when he objected to paying fees to a union because doing so constitutes paying for political speech with which he disagrees. At the time, under Illinois law, state government could require its employees to pay fees to a government union as a condition of employment.  Janus v. AFSCME eventually made it to the nation’s highest court. Janus was represented by the National Right to Work Foundation and the Liberty Justice Center. In a 5-4 ruling on June 27, 2018, the justices declared that forced union dues violated the First Amendment rights of Janus and other government employees. The high court concluded workers were free to choose whether to pay the unions in their places of work.

SPRINGFIELD – Gov. JB Pritzker signed legislation Tuesday that will dramatically alter the health insurance market in Illinois. The measures establish a state-based exchange for policies sold under the Affordable Care Act and give the Illinois Department of Insurance the authority to modify or reject proposed rate increases. Under the Affordable Care Act, people who are not eligible for Medicaid but who do not have access to affordable health insurance through their employer can buy subsidized policies through an online exchange operated by either the federal government or their state government. Illinois, however, was among the states that chose not to set up its own exchange. Instead, it pays an annual fee so Illinois residents can use the federal exchange. The law consolidating about 650 first responder pensions outside of Chicago was enacted in 2019 by Governor J.B. Pritzker. Each local fund retained a separate account managing operation and the financial condition of each participating pension fund with the power to adjudicate and award retirement and other benefits from the funds. More than a dozen of the hundreds of funds have not consolidated, arguing in court the consolidation takes away local board voting rights for control of the funds. They alleged in a three-count complaint that the law violated the pension protection clause, the contract clause, and the takings clause. The Kane County trial court dismissed the case. Earlier this year, the Appellate Court of Illinois Second District upheld the lower court’s ruling. Last month, the Illinois Supreme Court accepted the plaintiffs’ appeal.
