One of those options requires the abuser's gun to be confiscated, and their FOID card is automatically suspended. Although, the firearms are too often transferred to someone else with a valid FOID card in the home. (Chicago-jm) – As the influx of migrants continues into 2024, Gov. J.B. Pritzker and Chicago Mayor Brandon Johnson seem to be on two different pages regarding shelter for the arrivals. Chicago has reported 30,000 migrant arrivals over the last year and a half since. The influx has led to increased spending and other resources being needed. The taxpayer funds have gone to shelters and services for the migrants, which includes a $29 million contract with GardaWorld Federal Services to help put shelters together, but some shelters have fallen through. Pritzker says the city hasn’t told the state what they need for shelters. City and state taxpayer funds for the crisis have totaled nearly $700 million in the past year.

(Springfield-jm) – The state of Illinois says "government has no authority" to impose criminal penalties for those not registering banned firearms. Illinois State Police have updated the gun ban registration numbers to include those who registered after the Jan. 1 deadline. On top of the 29,357 individuals who registered before the deadline, 5,867 have registered since. The total of those registering before and after the deadline of 35,224 is 1.46% of the state's more than 2.4 million Firearm Owners ID card holders. In their response to a Fifth Amendment challenge to the state’s gun ban and registry in the Southern District of Illinois federal court, attorneys for the state say the right against self-incrimination isn’t violated by the registry. The state’s lawyers argue the registration is a “voluntary benefit that exempts owners of certain” firearms from “otherwise applicable criminal penalties.” They also argue the “government has no authority to impose” penalties on those that don’t register and the idea someone would be prosecuted for what they file is “not real.”

Wade decision, which made abortion a federal right in the United States. Pritzker addressed the anniversary and reaffirmed his commitment to providing abortion care. He took part in an abortion roundtable with Chicago Abortion Fund leaders, healthcare providers, and advocates for abortion services. Since the U.S. Supreme Court overturned Roe v Wade, according to the Illinois Department of Public Health, nearly 17,000 people came from other states to Illinois to terminate a pregnancy, which has led to political pushback within the state's government. Last summer, Pritzker's office announced a cross-agency reproductive health care initiative that included $10 million for a public hotline for abortion service navigation and $5 million in capital funding for reproductive health facilities. Republicans argued the state is spending more on people who do not live here.

The law included a registry with a Jan. 1 deadline for those with grandfathered firearms and attachments to register with Illinois State Police. Pritzker gave reasons for why he said only about 30,000 of the state’s 2.4 million Firearm Owners ID card holders have registered now banned guns by the Jan. 1 deadline. Illinois State Police said they will keep the registry open despite the Jan. 1 deadline, noting the law does not set forth penalties for late registrations.

(Urbana-jm) – Urbana has agreed to pay several hundred thousand dollars in taxpayer funds for a partial 2020 census recount. The pricey expenditure is warranted, Mayor Diane Marlin said, because Urbana is losing several hundred thousand dollars in state and federal funding every year because their recorded population numbers were down by several thousand people in the official 2020 census results. About 55,000 students attend the University of Illinois at the Urbana-Champaign campus. Many of them live in private rental housing or in residence halls that are located in Urbana. The students are counted as city residents, Marlin said. In the Census year 2020, U of I shut down in-person learning on campus in the middle of March because of the COVID-19 pandemic. Two weeks later on April 1, when the 2020 Census got its official start, several thousand students had left their apartments and residence halls and did not get counted, Marlin suspects.

(Springfield-jm) – A case centered around what defense attorneys call a "forced reenactment" was the focus of a hearing heard by the Illinois Supreme Court. The case heard involves Jessica Logan, who was convicted of murdering her son in 2019. Logan was asked by investigators to reenact the killing, which she did. Miranda rights must be given to an individual the police have arrested for suspicion of a crime, ensuring the suspect understands the right to remain silent and to have an attorney present. Logan's attorney, Assistant Appellate Defender Gilbert Len, argued that she should get a new trial due to a failure of law enforcement properly giving her those considerations. Len argued that Logan's reenactment was "required" of her by the police, however, prosecutors argue that there is plenty of evidence that includes Logan's Google search of the terms "How do you suffocate?" before calling 911. The case was taken under advisement by the Illinois Supreme Court.

The department released on Wednesday its review of 2023, and the data shows the downward trend of 2022 continued into 2023. There were fewer shooting incidents and homicides. Shooting incidents are defined as any time officers find evidence that a gun was fired. There were 65 of those incidents in 2023, a 50% decrease from the 129 that were recorded in 2022. This is on top of a 51% decrease that happened in 2022. Since 2021, when shooting incidents totaled 259, they are down by 75%. Homicides decreased from nine in 2022 to five in 2023, and there were arrests in all five of those cases, officials said.

(Springfield-jm) – The Illinois Supreme Court is reviewing a case about what makes someone an armed habitual criminal. Justices heard arguments in the case Illinois v. Demetrius Gray where Gray argues past crimes should not count due to age. When the defendant was 16, he pleaded guilty in juvenile court to criminal trespass to a vehicle and was sentenced to probation, which he later violated. Then in 2001, the defendant pleaded guilty in juvenile court to battery and was again sentenced to probation, which he again violated. State law says that a person is considered to have committed the offense of armed habitual criminal if he or she receives, sells, possesses, or transfers any firearm after having been convicted two times or more of qualifying offenses in the past. Gray's attorneys argued that due to one of the convictions coming when the defendant was a minor, he should not be considered an armed habitual criminal. Assistant Illinois Attorney General Michael Cebula said those do not matter due to his most recent convictions. Justices took the case under advisement.

Heavy rains, blizzard snows, and high winds are among the marks of a series of active weather systems that have or will travel cross country

(Springfield-jm) – More than 170 semi-automatic firearms have been banned in Illinois for a full year as the law continues to face legal challenges and a low compliance rate. One year ago today, Governor J.B. Pritzker enacted the Protect Illinois Communities Act despite sheriffs and state’s attorneys across the state saying they won’t make enforcement of the law a top priority. The gun ban included a registry with a deadline of Jan. 1, 2024 to comply. About 98.7% of Illinois Firearm Owners ID card holders didn’t register now banned weapons, but not all own them. The law has faced multiple legal challenges since, in both state and federal courts. Monday, the U.S. Supreme Court declined to hear state Rep. Dan Caulkins’ appeal of a state-level challenge decided by the Illinois Supreme Court. The U.S. Supreme Court also denied preliminary requests from other plaintiffs to block the law while the case played out on the merits. Friday, a separate challenge in the Southern District of Illinois federal court has a scheduling conference to start addressing the merits of the case.

Pesotum Fire found IDOT on scene with a vehicle that had left the roadway and landed in a steep water drainage ditch with running water in it. Out of an abundance of caution the Cornbelt Fire Department water rescue team was called to the scene. The fire department personnel were able to rescue four occupants and three dogs from the vehicle.  The occupants of the vehicle were transported to a local hospital for evaluation with non-life-threatening injuries.

(Springfield-jm) – The nonprofit Tax Foundation found Illinois residents have the highest wireless taxes in the country at 33.8% of total bills. Idaho residents pay the lowest wireless taxes at 13.7%. Adam Hoffer, director of Excise Tax Policy at the Tax Foundation, said wireless service prices have dropped because of increased competition but this price reduction for customers hasn’t been felt due to taxes on those services increasing. Over a third of Illinois residents’ wireless bills each month are just taxes, Hoffer said. A typical American household with four phones on a “family share” plan paying $100 per month for taxable wireless services would pay nearly $294 per year in taxes, fees and government surcharges.

Tests can be purchased at the Environmental Health Division of the CUPHD’s headquarters at 201 West Kenyon Road in Champaign. The testing kits are for households only.

Illinois Department of Transportation and Illinois State Police warn of slick conditions for traveling

(Undated-jm) – The Illinois Department of Transportation and Illinois State Police are advising the public that the first significant winter storm of the season will create slick conditions, reduced visibility and slower travel across much of the state. Some areas are expected to receive more than 10 inches of snow, locally 1-4 inches. Wind gusts up to 45 mph will create blowing and drifting, reducing visibility and making snow-removal efforts a challenge. Statewide, IDOT has available more than 1,800 trucks and equipment to treat roads, spread salt, plow snow and respond to weather emergencies.

(Springfield-jm) – No matter how you slice it, the compliance rate for Illinois’ gun ban registry is in the single digits, according to a gun dealer group.  A year ago this week, Illinois Governor J.B. Pritzker enacted the ban on certain semi-automatic firearms, magazines and attachments. The measure included a registration requirement for the now banned guns purchased before the law went into effect. But the most recent numbers of those that registered before the Jan. 1 deadline is 1.22% of the total number of Firearm Owners ID card holders. Dan Eldridge of Federal Firearms Licensees of Illinois said other estimates of those who actually own the now-banned guns may bring the compliance rate to somewhere between 4% and 8%. Being found with a banned firearm that is not registered could lead to criminal charges. On the legal front, the U.S. Supreme Court on Monday denied state Rep. Dan Caulkins’ petition in his challenge to the law. Separate federal lawsuits continue. A scheduling conference in the Southern District of Illinois federal court for one case is set for Friday.

(Champaign-jm) – Terrence Shannon Jr.'s legal team filed a temporary restraining order on Monday, in the hopes to get him back on the basketball court with the team. Shannon was suspended from all team activities following rape allegations that were made on December 28, after an alleged incident occurred when Shannon traveled to Lawrence for the Illinois vs Kansas football game on September 8. Shannon's arrest triggered the DIA student-athlete misconduct policy, calling for the original suspension from the team. That policy also dictates that a three-person student-athlete conduct panel convene within 48 hours to determine whether the available information “justifies withholding the student-athlete from some or all athletic activities pending resolution of the charges or allegations.” The details of that process remain unknown. Shannon's first scheduled court date in Douglas County is January 18, the same day that Illinois plays at Michigan.

They noted that 15 of 23 counts Madigan faces wouldn't be affected by the Supreme Court decision in Snyder v. United States. The Supreme Court decided in December to take up that case, which involves the former mayor of Portage, Indiana, who was convicted of accepting a $13,000 bribe. A decision in the Snyder case is expected in June.
