The National Weather Service reports two tornadoes touched down in Kankakee County over the weekend

(Springfield-jm) – Governor J-B Pritzker participated in a gun violence prevention talk, discussing what more needs to be done. At Temple Jeremiah in Northfield, the Governor talked about Illinois’ ban on assault weapons, which is before a federal appeals court and said a nationwide ban is needed. (Springfield-jm) – Governor J.B. Pritzker signed more than 130 bills into law Friday. One would create a civil cause of action against any person who knowingly distributes, creates or solicits a digital forgery of another individual without their consent and for the purposes of harassing, extorting, threatening or causing harm to the falsely depicted individual. Another law expands unpaid leave for an employee relating to a household member who is killed in a crime of violence. Effective immediately, House Bill 3751 allows non-citizens to apply to be a police officer.

 

Springfield-jm) – A record number of college scholarships are going to current and former youth in care of the Illinois Department of Children and Family Services. Usually, about 53 scholarships are awarded each year, but this time around, the total is 259. Governor J-B Pritzker spoke at the scholarship luncheon, praising the strength the students have shown in overcoming seemingly insurmountable obstacles…

(Springfield-jm) – Governor J.B. Pritzker signed a measure establishing a tax credit for users of hydrogen in the state of Illinois. The legislation creates a tax credit of $10 million per year in 2026 and 2027 for users of hydrogen.  At the conclusion of the tax credit, the Illinois Environmental Protection Agency will run a study to evaluate both the emissions impact of the tax credit and the national landscape to recommend additional policy measures. The bill also contains workforce provisions in line with the standards that were set in the Climate and Equitable Jobs Act.

(Kankakee-jm) – The National Weather Service reports two tornadoes touched down in Kankakee County over the weekend. An EF-1 tornado went through Momence damaging some houses and an apartment building. An EF-0 tornado went through parts of Bradley and northeast Kankakee causing minor damage.



(Springfield-jm) – Governor J-B Pritzker is signing a new criminal justice reform law, making changes to the state’s mandatory supervised release program. The changes include improving education credits, to give parolees more incentive to pursue a degree or vocational technical certificate. Virtual reporting with remote check-ins for all types of supervision will be made permanent and drug tests will only be required if there is a suspicion of use, not just randomly. (Springfield-jm) – A consulting firm reports that Illinois prisons are falling apart and it will cost the state billions of dollars to make the repairs. Recommendations from the consulting firm CGL include reducing the capacity of the maximum security prison at Pontiac and closing down the Logan Correctional Center in Lincoln, which houses female inmates.  The entire prison system is in need of at least $2.5 billion in deferred maintenance due to insufficient repairs and funding over the past decade, according to the report.

 

(Springfield-jm) – The Illinois Liquor Control Commission is warning about the dangers of drinking too much when temperatures are so high. It’s easy to become dehydrated when it’s this hot out, and alcohol only makes matters worse because it’s a diuretic. Commission Executive Director Lisa Gardner offers this advice…

(Springfield-jm) – Public squirrel hunting opportunities are available beginning August 1 at more than 30 private land hunting sites around Illinois. The state has leased more than 4,400 acres of private land for 2023 squirrel hunting through the Illinois Recreational Access Program. Since its inception in 2011, the program has leased more than 27,000 acres of private land in 52 Illinois counties for a variety of semi-controlled hunting and fishing activities. Squirrel hunting season runs through September 15.

(Champaign-jm) – State Senator Paul Faraci’s measure to allow local government agencies, including law enforcement, to receive grant money for harm reduction deflection programs was signed into law. The new law will allow law enforcement and other first responder agencies to create deflection programs in partnership with licensed providers of substance use disorder treatment and other community members and organizations. The programs are designed to connect persons with substance use and mental health disorders with treatment instead of arrest or other involvement with the criminal justice system.

As temperatures soar this week, the Illinois Department of Public Health is offering information about heat-related illnesses

(Rantoul-jm) – Scott Eisenhauer is back as Village Administrator in Rantoul amid domestic battery accusations. Eisenhauer was arrested and charged with domestic battery in June after he was accused of battering his wife. He tendered his resignation, but the village did not accept it. The village worked out a probationary agreement with Eisenhauer. As part of the agreement Eisenhauer must stay in counseling and if he is found guilty, he’ll be fired immediately.

 

(Springfield-jm) – As temperatures soar this week, the Illinois Department of Public Health is offering information about heat-related illnesses. The two most dangerous conditions are heat exhaustion and heat stroke. State Public Health Chief Medical Officer Dr Arti Barnes explains what to do if someone is suffering from heat exhaustion, and exhibiting symptoms like dizziness, headaches, nausea, shallow breathing and cool, clammy skin…

That’s when a person’s temperature reaches 104 degrees or higher, their skin is very hot and they may have confusion and a rapid pulse. In that case, Barnes says you should call 9-1-1.

 

(Springfield-jm) – The Illinois Department of Employment Security overpaid benefits by more than $5 billion between 2020 and 2022. According to the Illinois Auditor General, the massive number includes cases of fraud and identity theft, as well as mistaken payments. The auditor’s report found the state took steps that weakened fraud controls because of a surge in claims during the COVID-19 pandemic.

 

(Springfield-jm) – Governor J-B Pritzker has signed a law cracking down on crisis pregnancy centers that use misinformation and deception to steer women away from getting an abortion. These centers are often tied to pro-life or religious groups and have been known to give women inaccurate details about their options and risks of the procedure. (Urbana-jm) – The Champaign County Fair announced that the fair will not be opening until 4 p.m. today due to high temperatures. The vendors and exhibit hall will remain closed until 4 p.m. as well. The ticket window will open at 10 a.m. for anyone that would like to purchase event tickets, and the Brothers Osborne are still set to perform.

(Rantoul-jm) – A man from Rantoul has been identified as the driver of a stolen car that was involved in a deadly crash south of Rankin one month ago. Vermilion County Coroner Jane McFadden said the man was forensically identified as Moises Concepcion-Roman, 43 of Rantoul. She said that an autopsy was completed, and results are pending. Authorities said Concepcion-Roman stole a car from Rantoul on June 27 and led police on a chase through east Vermilion County. Still driving at high speed, he ran through a stop sign at the intersection of Illinois Route 49 at County Road 3550 North. The stolen car slammed into the side of an SUV that was driving through the intersection. Concepcion-Roman was killed in the crash, as well as the teenage couple inside the SUV: Joseph Stallone and Keegynn Martinek. The two were on their way home to Paxton after spending the day in Indianapolis.

(Springfield-jm) – Illinois continues to be one of the worst states for vehicle theft, but authorities say they are fighting back. According to the National Insurance Crime Bureau, Illinois ranks fifth in the country for the highest vehicle theft rate. Last year, 38,649 vehicles were reported stolen in the Land of Lincoln.  Police say about half of these vehicle thefts occur due to driver error, which includes forgetting to lock doors and leaving keys in the ignition or on seats. If a vehicle is stolen, the odds of getting it back in one piece are slim. According to the most recent National Insurance Crime Bureau analysis, the average recovery rate for motor vehicles reported stolen within the first 24 hours is 34%.

 

(Springfield-jm) – Secretary of State Alexi Giannoulias is launching a new “skip-the-line” program at some of the busiest DMV’s in Illinois The change begins on September 1st, with appointments to get the real ID’s, regular driver’s license or ID card required at 44 DMV’s. That includes all Chicago and suburban locations, as well as some central and downstate facilities says Secretary Giannoulias…

(Champaign-jm) – State Senator Paul Faraci is urging agencies across Champaign and Vermilion Counties to apply for Open Space Land Acquisition and Development grants.The Illinois Department of Natural Resources will be accepting applications for Open Space Land Acquisition and Development, or OSLAD, grants through August 31. The program offers state-financed funding assistance to local governmental agencies for acquisition and/or development of land for public parks and outdoor recreation areas. A total of $56 million is available for this round of OSLAD grants. In addition, IDNR will once again provide funding to cover 100% of eligible projects located in economically distressed communities.

(Mahomet-jm) – The Illinois Attorney General’s Office is taking a Mahomet contractor to court over accusations he committed fraud while installing pools and patios. Attorney General Kwame Raoul said his office has received several consumer complaints about John Litchfield Concrete. Raoul’s lawsuit claimed that Litchfield failed to buy supplies with the down payments as agreed to, failed to start or finish work or completed faulty work. The lawsuit also claimed that Litchfield then refused to issue refunds.

The 2023 Champaign County Fair runs through Saturday at the fairgrounds in Urbana. Tonight, its country music stars the Brothers Osborne with Matt Stell at 7:30. Saturday, its first responder day with the ITPA tractor pull at noon, touch a truck from 1-4 and the IPA tractor and semi pull at 6.

 

The 16th annual TopGun Largecar shootout will take place tonight through Sunday at the Rantoul National Aviation Center. The parade of lights will take place Friday night. Saturday night is the Jake Brake competition and Sunday morning is the awards ceremony.

 

The National Wild Turkey Federation’s Ford County Turkey and Conservation Hunting Heritage Banquet will take place tonight at the Kruse Center in Gibson City. Doors open at 5:30pm. (Springfield-jm) – Illinois lawmakers are calling for accountability into the state's handling of unemployment payments during the COVID-19 pandemic after an audit showed $5.2 billion was overpaid, including tens of millions to some who were incarcerated or deceased. The Illinois Auditor General report published Wednesday shows billions of unemployment tax dollars were improperly paid out by the Illinois Department of Employment Security during that time. The audit looks at IDES from fiscal year 2020 to fiscal year 2022. Previous reports from the auditor found at least $2 billion in fraudulent payments, but noted poor record keeping at the agency prevented inspectors from getting the full picture. Wednesday's report shows the state made $5.2 billion in overpayments and made $46 million worth of payments to some who were incarcerated or deceased. The IDES put some of the blame on the Trump administration and their implementation of a "poorly designed and brand new unemployment insurance program" for the state to manage. The $46 million that was paid out to those incarcerated or dead could also be understated due to reporting issues by the agency.

The Champaign County community will notice a change to the County Clerk website as it is now www.champaigncountyclerkil.gov as well as a change to il.gov e-mail extensions. DotGov domains are only available to legitimate US-government recognized organizations, such as local governments. Pritzker included Calhoun, Christian, Clark, Cumberland, DeWitt, Douglas, Logan, Macon, Monroe, Moultrie, Pike, Scott and Vermillion counties to the list.

(Springfield-jm) – The state of Illinois and AFSCME Council 31, the largest union of frontline Illinois state employees, have announced the ratification of a new contract after membership voted overwhelmingly in favor. The agreement was tentatively reached by negotiators for the state and the union in the early morning hours of July 1. The agreement provides for a 4% pay increase retroactive to July 1. In all, base wages will rise nearly 18% over four years. Other provisions include expanded parental leave to 12 weeks and new joint efforts to improve workplace safety.

(Champaign-jm) – A Champaign man has been convicted of killing his own daughter during a domestic dispute just over a year ago. It took a jury less than an hour on Wednesday to find 70-year-old Raymond Gwin guilty of first-degree murder. Announcing the verdict, the jury said that the prosecution proved Gwin committed murder by firing a shot at 34-year-old Latoya Gwin, hitting her in the neck and killing her. Sentencing is scheduled for September 7, and he faces a minimum of 45 years in prison.

(Champaign-jm) – If you were looking forward to big developments in Champaign, you’re going to be waiting a while longer. The expansion of the Champaign bus terminal, added hotels, and apartments are all on hold until a new agreement with developers is reached. The mega-development, referred to as The Yards, was one of many plans that were put on hold by the pandemic. The rise of building costs, and the hockey arena being off the table caused The Yards’ private developer to get out of the project.

(Potomac-jm) – A man who was killed in a motorcycle crash Sunday has been identified. Vermilion County Coroner Jane McFadden said Rick Mockbee, 63, of Potomac, was killed in the single motorcycle accident at 28220 N 900 East Road in Potomac. An autopsy is scheduled for this week.  The cause of the accident is under investigation by the Vermilion County Sheriff's Office and the Vermilion County Coroner's Office.

The hottest days so far this summer are expected this week

(Springfield-jm) – Governor JB Pritzker's administration and AFSCME Council 31—the largest union of frontline Illinois state employees—have announced the ratification of a new contract after membership voted overwhelmingly in favor. The agreement was tentatively reached by negotiators for the state and the union in the early morning hours of July 1. The four-year agreement is now in effect. The agreement provides for a 4.0% pay increase retroactive to July 1. In all, base wages will rise 17.95% over four years. Other provisions include expanded parental leave to 12 weeks and new joint efforts to improve workplace safety. The agreement also includes a number of significant actions to expedite the filling of vacancies and improve strategies to recruit, hire, and retain workers.

 

(Springfield-jm) – The Illinois Environmental Protection Agency is expanding its air pollution action day program statewide to keep residents better informed. The program now applies to all 14 sectors in Illinois, not just the Chicago area. It measures the air quality and issues an alert if air quality is forecasted to be in the orange category, which means it’s unhealthy for sensitive groups. (Mahomet-jm) – Attorney General Kwame Raoul announced Tuesday he filed a lawsuit against John Litchfield of John Litchfield Concrete in Mahomet, Illinois for violations of the Illinois Consumer Fraud and Deceptive Business Practices Act and the Home Repair and Remodeling Act. Raoul’s lawsuit alleges since at least November 2019, Litchfield constructed and installed residential swimming pools and patios. According to the lawsuit, Litchfield required consumers to make down payments; however, he allegedly failed to purchase required supplies, failed to commence or complete work, or completed faulty work. Raoul alleges Litchfield then failed to issue refunds and stopped communicating with his clients. Raoul is seeking restitution for aggrieved consumers and civil penalties of up to $50,000 per deceptive or unfair act, as well as an additional $50,000 for each intentionally fraudulent act and up to $10,00 for any unlawful act toward a person 65 years old or older.

(Champaign County-jm) – At least one person is dead following a crash in rural Champaign County on Tuesday, Illinois State Police said. The crash happened at 8:30 a.m. on Illinois Route 130 near County Road 200 North, just north of Villa Grove. State Police said the crash involved multiple vehicles and resulted in at least one death. Other injuries are unknown at this time.

(Undated-jm) – Sixty percent of Illinois hospitals were found to still be non-compliant with hospital price transparency rules, according to a new report from Patient Rights Advocate. A federal rule implemented nearly three years ago requires hospitals to publish prices for common services and procedures on their websites. Patient Rights Advocate found that dozens of Illinois hospitals are not fully compliant with the rule. Patient Rights Advocate reviewed 75 Illinois hospitals. They found that 45 of them are not following the rule. Patient Rights Advocate considers hospitals non-compliant with the price transparency rule under these criteria: They must show on their website exact prices with insurance carriers and descriptions of services and negotiated rates.

(Urbana-jm) – University of Illinois trustees have approved a three-year pilot program at the University of Illinois-Springfield to offer in-state tuition rates to students from Missouri and Iowa. Under the program, resident tuition will be offered to students in St. Charles and St. Louis counties in Missouri and Scott County in Iowa, which includes the Davenport area. The pilot program will take effect in the 2024 fall semester.

The condition of Illinois corn and soybean crops improved slightly over the past week

(Champaign–jc)  State police and Champaign County authorities responded to a suicide fatal accident along Interstate 74 on Monday. Police say  the accident happened on I-74 near the Prospect Avenue exit around 9 last night. Traffic in the area was diverted for several hours. No other information was released. WPXN news will update this story as more information becomes available. 

 

(Springfield-jm) – As the calls for raising the tipped minimum wage grow louder in Illinois, a new study reveals raising the tipped minimum wage has a significant negative impact on state tip percentages in full-service restaurants. A new proposal would give restaurants two years to have all tipped workers increased to Chicago’s minimum wage, which is $15.80 an hour, plus any tips they earn. Tipped workers currently make $9 an hour plus tips, but employers are required to make up the difference if the combined amount of hourly pay and tips does not equal the full minimum wage. The research shows that six out of seven states that have eliminated their tip credit are in the bottom half of all state tipping percentages.

 

 

(Washington-jm) – For the third time in less than a year, U.S. Senator Dick Durbin has tested positive for COVID-19. Durbin, who has been vaccinated and boosted, will miss votes ahead of Congress’ scheduled break for the month of August. The 78-year-old said he will quarantine at home while working remotely. Members of the House could vote by proxy during COVID but that practice ended this year. Senators never had that ability.

 

(Springfield-jm) – The Illinois Department of Public Health is offering free HEPA air purifiers to licensed daycare centers across the state. More than 20 thousand air purifiers are available, to help clean the air and reduce spread of viruses, says Public Health’s Charles Williams…

(Champaign-jm) – Champaign County Coroner Duane Northrup is releasing information regarding the death of a two-year-old child discovered unresponsive by his father on Saturday in Champaign. Jayce Griffin of Urbana was pronounced dead at 10:40AM in the Carle Foundation Hospital Emergency Department. Preliminary results from the autopsy conducted on Monday revealed no evidence of trauma nor foul play. At this time, the death of Jayce Griffin appears to be from natural causes pending additional testing and final autopsy results. This death is under investigation by the Champaign Police Department and the Champaign County Coroner’s Office.

(Urbana-jm) – An Urbana home was burglarized earlier this month and Champaign County Crime Stoppers is asking the public for help in solving the case. Officials said that on July 3, police were informed of a residential burglary at a home near West Elm and South McCullough Streets. Someone had broken into the house and stole several items belonging to the people living there. A week later, officials said a man tried to pawn some of the stolen items, but the pawnshop declined to purchase the items because the suspect presented a fake ID card. The suspect was described as being Black with a medium build and long dreadlocks. He was wearing a black shirt with the Adidas wordmark printed on it in white.

(Springfield-jm) – The Illinois Department of Commerce and Economic Opportunity has launched nearly $38 million in funding for the Illinois Clean Jobs Workforce Network Program, or “CEJA Workforce Hubs.” The program establishes a network of 13 community-based hubs across the state offering training, job placement services, barrier reduction support and more. The hubs will provide training and certification to prepare people for entry-level clean energy jobs, including an introductory bridge training program.

 

(Springfield-jm) – Governor J.B. Pritzker has expanded his original disaster proclamation to 13 additional counties based on the severe weather, tornadoes and derecho that affected communities across the state from June 29 through July 2. The disaster proclamation will now include Calhoun, Christian, Clark, Cumberland, DeWitt, Douglas, Logan, Macon, Monroe, Moultrie, Pike, Scott, and Vermilion counties. Beginning June 29, several rounds of severe storms passed through Illinois producing heavy rainfall, flash flooding, hail, tornadoes, and straight-line winds.

(Champaign-jm) – A man is wanted in Champaign after Crime Stoppers officials said he failed to appear in court to face robbery and aggravated battery charges. Lorenzo Taylor is accused of shoplifting from a convenience store on May 4 and kicking an employee in the process. He was arrested later that month by the University of Illinois Police Department when officers on patrol recognized him from surveillance footage. Taylor was released on his own recognizance the day after his arrest. He was arraigned on May 24. Taylor never showed up to a pre-trial hearing scheduled for July 11 and a warrant was issued for his arrest. Taylor is described as being six feet in height and weighing 162 pounds. He has black hair and brown eyes.

(Champaign-jm) – Senator Paul Faraci and Illinois Treasurer Michael Frerichs teamed up to return $47,000 in cash from two forgotten PayPal accounts to a small business owner in Champaign. The two accounts were part of roughly 360,000 unclaimed PayPal accounts the Illinois Treasurer has received in recent years and is safeguarding for as long as it takes to find their rightful owners. Treasurer Frerichs safeguards billions in unclaimed property, including more than $51 million that remains to be claimed in Champaign County and over $20 million in Vermilion County.  Most of the unclaimed assets belong to individuals and originate from forgotten bank accounts, unclaimed life insurance benefits and other investments. However, Treasurer Frerichs currently safeguards more than 360,000 PayPal accounts as well, which often belong to small businesses and nonprofit organizations that relied on companies like PayPal for internet purchases and donations.

More than 66 percent of the state is still dealing with drought conditions

(Springfield-jm) – A new study shows Illinois has the ninth worst unemployment rate change in the country. The personal finance website WalletHub compared the 50 states and the District of Columbia based on six metrics that compare unemployment rate statistics from June 2023 to key dates in 2023, 2022, 2020 and 2019. Illinois’ unemployment rate was 4%. That is compared to 2.5% in neighboring Wisconsin, and 2.7% in Iowa.

 

(Springfield-jm) – Illinois is part of a $12.4 million settlement with Raymond James & Associates, Inc. and Raymond James Financial Services, Inc., according to the Illinois Secretary of State's Office. Illinois is among five states that discovered Raymond James entities had charged unreasonable commissions on trades by investors, including Illinoisans. As part of the settlement, Raymond James will pay at least $8.2 million in refunds to clients nationwide and $4.2 million in penalties and costs to state securities regulators.

 

(Springfield-jm) – More than 66 percent of the state is still dealing with drought conditions, but some areas are starting to improve. According to the latest U-S Drought Monitor, the extreme drought in spots of Pike and Adams Counties lessened, but western Illinois and the far northern and southern borders of the state remain in a severe drought. Not much rain fell this past week north of I-70 except for in McLean and Vermilion Counties, but southern Illinois got plenty, says State Climatologist Trent Ford…

(Paxton-jm) – One person was taken to the hospital following a motorcycle accident Saturday evening. The accident happened on the I-57 northbound off ramp at Paxton. There’s no word on the condition of the motorcyclist.

 

(Champaign-jm) – A Champaign man has been arrested following an investigation into a homicide on South State Street on July 13, 2023. Upon arrival, officers found 20-year-old Jahiem Law from Champaign with a potentially life-threatening injury from a gunshot wound and a 21-year-old female victim from Champaign with a non-life-threatening gunshot wound. The investigation indicated that two large groups gathered and engaged in a physical altercation in a parking lot in the 1700 block of S. State Street. During the altercation, Trevione Robinson, 20, of Champaign, produced a firearm and discharged the weapon, fatally striking Law and hitting the female victim in the leg. Following an investigation, on Friday, Champaign Police arrested Robinson for his involvement in this incident. He remains in the custody of the Champaign County Correctional Center awaiting arraignment on murder charges.

(Champaign-jm) – Some people in Champaign are going to get some relief from a noisy stretch of Interstate 74. A sound-dampening barrier is being put up on the south side of the interstate from Mattis to Prospect Avenues. The wall will be completed in the next year. The sound barrier is being built as part of the $250 million Rebuild Illinois project on I-57 and I-74 in Champaign.

 

(Springfield-jm) – The extreme hot temperatures that the Southwest part of the country has been dealing with for weeks may be shifting closer to Illinois this week. By Tuesday, 90-plus-degree highs will envelop much of the Midwest. Temperatures will approach the mid-90s by the end of the week for much of the state. Rain chances are expected to be minimal throughout the week.

 

(Springfield-jm) – The Illinois Environmental Protection Agency recently sponsored several used tire collection events throughout Illinois. The Used Tire Program provides funding through the Used Tire Management Fund for an environmental contractor to remove and dispose or recycle tires recovered by local highway departments. From April through June, the Illinois EPA’s contractor removed approximately 428 tons of used tires, equivalent to nearly 38,000 passenger car or truck tires that had been dumped in various townships and municipalities in Illinois.  Officials said dumped tires can serve as habitats for disease-carrying insects, particularly mosquitoes.

(Champaign-jm) – A Champaign man has been arrested following an investigation into two recent bank robberies in Champaign. Champaign Police were dispatched June 5 to the 1600 block of W. Springfield Avenue for a report of a Bank Robbery. Additionally, Champaign Police were dispatched on July 18, to the 1200 block of S. Mattis Avenue for a report of a robbery at a credit union. In both cases, officers learned that a suspect entered the bank, displayed a handgun, and demanded money. On Friday, Champaign Police arrested Edward J. Peppers, 45, of Champaign, for his involvement in these robberies. He remains in the custody of the Champaign County Correctional Center awaiting arraignment on charges including Armed Robbery.

(Champaign-jm) – Champaign’s former Fire Chief is under investigation as some of his own employees accuse him of making sexual and other inappropriate comments over a number of years. Chief Gary Ludwig resigned from the Champaign Fire Department last week, citing family reasons. However, a report from the City of Champaign reveals disturbing allegations made against the chief prior to his resignation. Dorothy David, Champaign’s City Manager and Ludwig’s superior, interviewed a number of Fire Department employees starting at the end of June. Those employees told her stories about Ludwig making inappropriate remarks at meetings, talking about his own sexual encounters and showing photos of women on his phone.

(Springfield-jm) – Using a grant from the Illinois Secretary of State, Illinois State Police have been targeting vehicle theft, carjacking and related violent crimes. The agency received a $10 million Illinois Vehicle Hijacking and Motor Vehicle Theft Prevention and Insurance Verification Council grant. ISP reports from April through June, they have recovered over 200 stolen or hijacked vehicles and made 35 arrests.

 

(Springfield-jm) – Illinois doesn’t just have a teacher shortage, House lawmakers are learning about the need for other school personnel as well. Based on testimony at a House committee hearing on the topic, schools are short social workers, psychologists, counselors and nurses. Many of the issues are the same among the professions. (Springfield-jm) – The federal government and attorneys general from Illinois and 49 other states are joining forces to crack down on illegal telemarketing calls. “Operation Stop Scam Calls” is meant to focus on the telemarketers and the companies responsible for the billions of illegal robocalls that are generated each day. Illinois Attorney General Kwame Raoul said illegal robocalls are a big problem that require a big response.

 

(Springfield-jm) – A new sculpture at the Abraham Lincoln Presidential Library and Museum in Springfield hi-lites the powerful words of the 16th President. The piece is called the “Beacon of Endurance” that stands nearly 25 feet tall outside the museum’s east wall. It’s an almost broken-looking obelisk with quotes from Lincoln on the bottom and words like dream, advancement and unity on the top. The upper portion will be illuminated at night, says Museum Director of Exhibitions Lance Tawzer…

(Champaign-jm) – An Urbana man will spend the next 80 years in prison after he was convicted of trying to kill a senior couple in Champaign last fall. Kenichi Townsend, 27, was found guilty on two counts of attempted murder in May. At sentencing a Champaign County judge imposed a 45-year sentence on him for shooting the wife, who was injured far worse than her husband was, and a 35-year sentence for shooting the husband. The sentences will be served consecutively, and Townsend will not be eligible for parole until 2091. He will be 95 years old at that point in time.

 

(Urbana-jm) – Trustees approved the closure of the University of Illinois College of Medicine at Urbana-Champaign. The final group of students graduated in 2022. Operations that had been based in Urbana-Champaign have now been integrated into other College of Medicine campuses in Chicago, Peoria, and Rockford. This came following the decision in 2015 to establish the Carle Illinois College of Medicine. Carle Illinois College of Medicine in Urbana-Champaign is the world’s first engineering-based medical school.

(Springfield-jm) – The Illinois Supreme Court denied a bid to revisit a February ruling that Biometric Information Privacy Act claims accrue each time data is unlawfully collected. Critics said such an interpretation will lead to astronomical damage awards that could destroy businesses. The BIPA establishes penalties of up to $1,000 for each unintentional violation and up to $5,000 for “willful” violations. 

The Illinois Chamber of Commerce was among several business groups that filed briefs urging the Supreme Court to reconsider its interpretation of when violations occur under the law.

The number one rule is to always keep a watchful eye on children who are in or near a pool. That applies to hot tubs and those little kiddie pools as well. Statistics from the American Red Cross show that kind of setup reduces a child’s risk of drowning by 83 percent compared to a three sided fence.

 

(Chicago-jm) – The inaugural NASCAR Chicago street race helped hotels with occupancy rates, but it was no match for Taylor Swift. According to Choose Chicago, the city’s tourism arm, Chicago hotels averaged more than 36,000 room bookings per night from June 30 to July 2, an occupancy rate of 79%. Chicago hotels saw a record weekend in early June when the city hosted three sold out Taylor Swift shows at Soldier Field and the annual American Society of Clinical Oncology meeting at McCormick Place, filling nearly 97% of rooms.

Attorney General Kwame Raoul says Illinois is joining a nationwide crackdown on illegal telemarketing and robocalls

(Springfield-jm) – The Citizens Utility Board is asking consumers to make their voices heard to the Illinois Commerce Commission on Ameren Illinois’ $1.3 billion, four-year electric rate-hike request.  CUB said that proposed increase plus five other gas or electric rate hike requests by utility companies this year total a record $3.7 billion. According to CUB, the cost increases proposed by Ameren would add up to about $12 more per month initially and, by 2027, about $31 more per month on an average residential bill.

 

(Springfield-jm) – Attorney General Kwame Raoul says Illinois is joining a nationwide crackdown on illegal telemarketing and robocalls. The effort is dubbed “Operation Stop Scam Calls” and is targeting telemarketers, their employers and others. (Springfield-jm) – Millions of Instagram users in Illinois may be eligible for a cut of a $68 million class-action lawsuit settlement. The lawsuit alleges facial recognition technology was used in the app, which violates the state's strict Biometric Information Privacy Act. Any Illinoisan who used Instagram between August 10, 2015, and August 16, 2023, will be eligible for a portion of the settlement once it is approved. (Paxton-jm) – A Rantoul teenager charged in connection with the Feb. 18 shooting of a 19-year-old Danville woman in Paxton was released from custody this week as his trial was pushed back again, this time to October. According to our partners at The Ford County Chronicle, on Monday, July 17 — the day that 17-year-old Daniel E. Hoffman’s jury trial was to begin in Ford County Circuit Court — State’s Attorney Andrew Killian asked Judge Matt Fitton for a continuance, saying he was not yet ready to proceed to trial. Fitton granted Killian’s request — scheduling another pretrial hearing for 1:30 p.m. Monday, October 2 — and allowed Hoffman to be released from the custody of the McLean County Juvenile Detention Center until his trial has concluded. Under Illinois law, defendants in custody have the right to stand trial within 120 days of their arrest. In Hoffman’s case, he had been in custody at the juvenile detention center in Normal for 144 days — since his February 23 arrest on a Ford County warrant charging him as an adult with one count of aggravated battery/discharge of a firearm, a Class X felony. To avoid a speedy-trial issue, Killian agreed to allow Hoffman to be released on his own recognizance.

(Iroquois County-jm) – Iroquois County Treasurer Kurt Albers has announced that the 2022 real estate tax statements have been mailed to the taxpayers of Iroquois County. The first installment is due August 18th, 2023 and the second installment is due September 18th, 2023.  After the due dates a 1 ½ percent penalty must be added each month it remains unpaid, according to Illinois State Statutes. All mortgage companies are still required to pay all real estate tax bills by the designated due dates and ONLINE. Taxpayers must include their tax bill when paying.The Treasurer’s Office is open 8:30 to 4:30 Monday through Friday. To avoid waiting in line, you may also pay by mail or at any bank in Iroquois County including Iroquois Federal, Commonwealth Credit Union, the First State Bank of Forrest in Onarga.

(Springfield-jm) – A recent report that shows Illinois is one of the worst states for personal injury lawsuits.  The report was compiled by the Florida law firm of Anidjar and Levine using data from USCourts.gov and covered 12 months ending in March 2023. Illinois is ranked fifth in the country for the most personal injury cases per capita, with a total of 2,887, the report showed. Personal injury cases occurred in Illinois at a rate 140% over the national average, as the cases comprise over 23% of the state’s entire civil caseload. Illinois is consistently near the top in American Tort Reform Association’s “Judicial Hellhole” list.

(Springfield-jm) – There is now a law in Illinois designed to improve care for people who suffer from strokes. The legislation authorizes the Illinois Department of Public Health to recognize a new level of certification that hospitals can voluntarily seek for treating stroke victims. Officials said the measure will help ensure patients who need care during or after a stroke can be sent to hospitals that provide the appropriate level of care. According to IDPH data, stroke, or cerebrovascular disease, was the fifth highest cause of death for Illinoisans in 2021, with over 6,700 deaths recorded.

 

(Springfield-jm) – The state’s Illinois Works Pre-Apprenticeship Program is expanding its reach with another 10 million dollars in funding. (Mahomet-jm) – The Mahomet Police Department is making it a little easier for people to dispose of their leftover household medications. The department recently unveiled its new take back program, which accepts leftover, unused and out-of-date prescriptions and over-the-counter medicines. These can be dropped into a box at the lobby of the department’s headquarters at 303 East Oak Street. The take back program is part of the department’s effort to reduce the risk of drugs in the home that can potentially hurt people of all ages. Officials said that unused medication is a source of drug abuse in millions of homes, with the opioid crisis fueled in part by that availability. 47% of misused prescription pain relievers are given by, bought from or taken from a friend or relative, and on average, someone in the United States dies of a drug overdose every five minutes.

(Champaign-jm) – Champaign Police were dispatched Tuesday afternoon, to the 1200 block of S. Mattis Avenue for a report of a robbery at a credit union. Upon arrival, officers learned a suspect entered the credit union, displayed a handgun, and demanded money. The suspect fled with an undisclosed amount of currency. The suspect is described as an African American male in his late 20s or early 30s with a medium build. He was last seen wearing a gray hooded sweatshirt, black pants, white gloves, and dark-colored sneakers. His face was hidden by a black mask.

(Ford County-jm) – The presence of West Nile virus is now confirmed in Ford County, health officials announced. The Ford County Public Health Department announced on Tuesday that a positive test result was recently taken from a bird. It’s the first positive bird sample detected in the county in 2023. Surveillance for West Nile virus is ongoing in Ford County and throughout Central Illinois. Until October 15, anyone who finds a dead bird that appears to have died from natural causes is asked to report it to the Ford County Public Health Department at 217-379-9281.

 

(Urbana-jm) – The reopening date of Urbana’s Hotel Royer is being pushed back again. The hotel’s owners purchased the 100-year-old hotel in 2020 and began a renovation project the following year. Since then, they’ve had to delay the opening date twice and have to do so again, citing supply chain issues caused by the COVID-19 pandemic. The ownership group is now asking the Urbana City Council for an extension that will set a new opening date of February 29, 2024.

(Champaign-jm) – One of two suspects in a recent burglary in Champaign has been arrested, police officials said. The burglary happened on June 11 at Soma Ultralounge in downtown Champaign. Champaign County Crime Stoppers asked for help on Monday in solving this burglary, but it turns out one of the suspects was arrested two days earlier. Champaign Police officials said that on Saturday, officers spotted a man who matched the description of one of the suspects. The man was identified as Michael Ross. Officials added that when interviewed, he admitted to his role in the burglary. Ross was arrested and booked into the Champaign County Jail on a burglary charge.

(Rantoul-jm) – State Representative Mike Marron is hosting a Family Resource Fair at the Rantoul Family Sports Complex from 5:30 p.m. to 7:30 p.m. on Tuesday, August 8. The Rantoul Family Sports Complex is located at 744 S. Murray Rd. in Rantoul. Marron said the resource fair will provide an opportunity to learn about over a dozen organizations and what benefits they offer. Marron said this event is free for all ages and will include a snack provided by Sam's Club.

 

(Champaign-jm) – The Eastern Illinois Foodbank announced a $45,000 grant for United Way of Champaign County Tuesday. This program, known as a food fund, will help provide staple food items to meet emergency food assistance needs. The food fund allows food pantries and feeding programs to receive a discount toward shared maintenance fees or the purchase price of products ordered from the Foodbank.

Pritzker concluded his visit to the Goodwood Festival of Speed in the United Kingdom, where he promoted Illinois’ commitment to electric vehicle manufacturing with automobile and parts manufacturing leaders. Over the upcoming days, the delegation of business and education leaders will meet with their counterparts in London to discuss the expansion of partnerships between the state of Illinois and the United Kingdom. Officials said Pritzker and the delegation will focus on promoting clean energy and economic developments.

(Paxton-jm) – Paxton first responders were called to a two vehicle accident Monday afternoon. Crews were called to the accident on Market Street in downtown Paxton around 2:30. One of the vehicles involved in the accident caught fire. There’s no word on if there were any injuries.

 

(Champaign-jm) – Champaign County Crime Stoppers is asking the public for help in solving a burglary that resulted in over $4,000 worth of cash and merchandise being stolen. The burglary happened the morning of June 11 at Soma Ultralounge, located at 320 North Neil Street in downtown Champaign. Officials said that someone entered the business through an unsecured door at 3:44 a.m. and pried open two cash registers, stealing the cash inside and multiple other items before leaving. Officials said the same man came back with a second man hours later at 8:21 a.m., and they together stole more than $4,000 worth of alcohol.

CHAMPAIGN - A Champaign man has been arrested following an investigation into a June 2023 homicide on Springfield Avenue. On June 24th, Champaign Police were dispatched to the 2500 block of West Springfield Avenue just after 11pm for a shooting with Injuries. On-scene, officers located 34-year-old Keith Marrissette from Champaign with a life-threatening gunshot wound. He later died at a local hospital Police say 29-year-old Daviet Henderson of Champaign fired shots at  Marrissette. On Saturday, Henderson was stopped for a traffic violation and was subsequently arrested for his involvement in this incident. Henderson  remains in the custody of the Champaign County Correctional Center awaiting arraignment on charges including Murder, Possession of a Firearm by a Felon, Use of a Firearm by a Felon, and Defacing a Firearm. Anyone with additional information is asked to call Champaign County Crimestoppers at 217-373-8477.

The election was held on June 23 during the organization’s Annual Conference. (Springfield-jm) – The FBI’s Springfield office has issued a warning to Illinois residents about a scam tactic involving fraudsters pretending to be the victim’s loved ones. The “grandparent scam” as officials call it has been reported on several occasions this summer and several people have fallen victim. It involves a bogus attorney asking for money to secure the release of a loved one from custody following a traffic accident. The FBI said there were over 400 victims over the age of 60 who lost a combined $3.8 million in grandparent scams last year.

 

(Undated-jm) – An ethics watchdog is calling for an investigation into the possible misuse of Illinois Congressman Sean Casten’s Twitter account. The Foundation for Accountability and Civic Trust filed a complaint requesting an investigation into whether Casten used official House video, photographs and press releases on his campaign Twitter account. The group alleges that it violates House rules. The foundation leveled similar accusations against Illinois Congressman Eric Sorensen.

(Danville-jm) – The Vermilion County Coroner has released the name of the man who was killed in a Danville hit-and-run crash on Sunday. Coroner Jane McFadden identified the man as Michael J. Woestman, 58 of Danville. She confirmed that he was hit by a vehicle and then succumbed to his injuries. An autopsy was scheduled for Monday. The investigation into his death is ongoing, but Danville Police believe it was an intentional act committed by Woestman’s girlfriend Lou Ann St. Onge.

(Champaign–jc)  –   Illinois U.S. Senator Durbin  Monday announced $6.6 million in federal funding to help Champaign-Urbana Mass Transit District  purchase ten, 40-foot diesel electric hybrid replacement buses. This funding comes from the Federal Transit Administration  Low-No Emission Bus Grants Program, which Durbin helped pass in Congress with the  Infrastructure Investment and Jobs Act.

The provision of the Safe-T Act that ends cash bail for those charged with certain crimes was supposed to go into effect January 1st. But it was put on hold after a group of more than 60 state’s attorneys filed a lawsuit. (Urbana-jm) – Senator Dick Durbin is visiting Champaign-Urbana's transit district to celebrate a $6 million award for purchasing low and no-emission buses. Champaign-Urbana's Mass Transit District will be purchasing ten 40-foot diesel-electric hybrid buses thanks to this grant from the Federal Transit Administration. The district is one of 130 to be selected for this grant. Durbin will be at the transit district at 10 a.m. today to celebrate.

 

(Georgetown-jm) – Two people were killed, including a 3-year-old girl, in a Vermilion County crash. The Vermilion County Coroner reports a single vehicle crash Saturday on Mill Street in Georgetown claimed the lives of 77-year-old Janice M. Harden and 3-year-old Ella M. Thompson, both of Westville. Autopsies are scheduled for this week. The cause of the accident is under investigation by the Illinois State Police and the Vermilion County Coroner's Office.

 

(Champaign-jm) – The Champaign Fire Department was called to a fire inside an enclosed porch Sunday. Crews responded to 1010 ½ N. Fifth St. just after midnight. Fire crews quickly extinguished the fire in the single-family residence.  

The fire was primarily contained to the enclosed porch. The cause of this fire has not been determined yet. The homeowners were not home at the time of the fire.

(Champaign-jm) – The top chief of the Champaign Fire Department has resigned, the City of Champaign announced. City officials said on Friday that Chief Gary Ludwig submitted his resignation earlier in the day, citing family medical reasons. Ludwig had been Champaign’s chief since 2014. Deputy Chief Gary Gula was named the Interim Fire Chief until a new, permanent Chief can be found.

 

(Undated-jm) – The Paxton city council will have a special meeting tonight at 7 where they will approve the annual appropriations ordinance. Around the area tonight, also at 7 in Gilman, the Iroquois West school board will consider a cross country co-op and discuss sunken gardens. Over in Cissna Park at 7 the school board will consider a jr high softball co-op with Milford, set prices for lunch and athletics and approve the fiscal year 2024 budget.

(Urbana-jm) – University of Illinois Police are addressing campus-area burglaries. Police said burglaries tend to increase in the campus area during the summer while students are away from their apartments and vehicles. Since June 1, more than 30 burglaries have been reported to university police. Officials said unlocked vehicles, vacant apartments, and construction sites have been the main targets for burglars. Police said three people who are believed to have been responsible for at least a dozen or more burglaries have been arrested.

(Springfield-jm) – The University of Illinois Flash Index, a measure of the state’s economy, fell slightly to 103 from 103.2 in May. Any index value above 100 indicates expansion. June Illinois state tax revenues were all down compared to the same month last year. According to the Illinois Institute of Government and Public Affairs, the rate of inflation continues to decrease although not as fast as the Federal Reserve would like.

(LeRoy-jm) – Two area people were arrested in LeRoy on multiple charges. LeRoy Police say they were called to the Shell truck stop in regards to a suspicious vehicle. Arrested was James Hutson of Rantoul, was arrested for Driving While License is Revoked, Possession of Drug Paraphernalia, Unlawful use of Registration, and Possession of Stolen Registration Plates (3 counts for 3 different registration plates stolen from Rantoul, Urbana, and Danville), and Possession of Methamphetamine less than 5 grams. Hutson was also arrested on the following outstanding arrest warrants:  Vermilion County for Failure to Appear, Driving While License is Revoked, DuPage County for Failure to Appear, Retail Theft and Possession of Methamphetamine and Macon County for Failure to Appear, Retail Theft. Jaime Marshall Urbana, was arrested for Possession of Drug Paraphernalia and was released on a Notice to Appear.

(Rantoul-jm) – Construction nears an end on the RENU House in Rantoul. A student organization at the University of Illinois built the solar home for the U.S. Department of Energy's Solar Decathlon competition. Every aspect of the design is guided by four overarching principles: be Renewable, Economical, Nourishing, and Universal. The U of I team broke ground in December 2022 in Rantoul. The students believe this design can work as a blueprint for others in the community to make changes to their current home or future one. Crews still need to install the solar panels, finish landscaping, and detail interior work. Once it's completed an inspection will be done to make sure everything is in good working order and then the keys will be handed over to Habitat for Humanity of Champaign County.

(Springfield-jm) – As Illinois reports record revenues for tourism, Gov. J.B. Pritzker says now is not the time to lower taxes. In 2022, the hotel industry in Illinois generated $44 billion, $12 billion over the calendar year 2021. According to data provided in a state news release, hotel revenues increased from $226.5 million to $307.7 million. Even with the increased revenue, Pritzker said he will not seek to lower taxes in Illinois.

(Champaign-jm) – Champaign County Crime Stoppers is asking the public for help in tracking down a man wanted for residential burglary. Isaah Sturdivant, 21 of Champaign, was arrested by Champaign Police for this offense on September 30, 2022. He was arraigned four days later, where he pleaded not guilty and requested a trial by jury.  Sturdivant posted bail, allowing him to walk free while pre-trial hearings were scheduled throughout the following nine months. He and his counsel appeared for all of them, except for one scheduled on June 27. Sturdivant failed to appear for that hearing and as a result, a warrant for his arrest was issued. Sturdivant is described as being a Black male with black hair and brown eyes. He is 5 feet 3 inches tall and weighs 120 pounds.

(Champaign-jm) – One company is bringing more affordable housing to Champaign. Apartments are going up near Marketplace Mall. They’re located at the intersection of JT Coffman Drive and Neil Street. The company has already started working on the Parker Glen Apartments and now they’re planning to start phase two by adding more units. The apartments are expected to cost between $600-$1200 for one, two, or three bedrooms. The company hopes to bring affordable housing to the surrounding areas of Champaign as well.

(Springfield-jm) – State revenues once again reached a record high in the fiscal year that ended June 30, creating what Governor JB Pritzker called a “one-time” budget surplus of over $700 million. The $50.7 billion in base general revenues that the state collected in fiscal year 2023 – which exclude one-time pandemic-related federal funds – topped last year’s previous record by $373 million. That’s $726 million beyond what was projected by the Governor’s Office of Management and Budget in its most recent estimate adopted in May during negotiations for the fiscal year 2024 budget.

(Gibson City-jm) – Gibson City officials announced Monday that all water restrictions in town have been lifted. The recent rains have rectified the dry, drought conditions. (Springfield-jm) – The state’s corn and soybean crops are faring a little better. The weather in Illinois this past week was cooler and slightly wetter than normal, although crops are still in need of rain, says Statistician Mark Schleusener. He offers an update on corn…

(Mahomet-jm) – A certain area on Route 150 in Mahomet may look empty right now, but soon enough, construction will start and six locally owned businesses will call it home. The businesses include a yoga studio, a real estate company and more. Work is expected to be completed in early 2024.

The bill was already in the works when new details about hazing and sexual abuse allegations within the Northwestern University football program emerged. (Springfield-jm) – A state legislator says the Illinois General Assembly may have to use the power of the purse to force state agencies to clean up repeated audit findings.  In the past week, a series of audits were released by the Illinois Auditor General. In one, a rare “adverse opinion” was given for the Illinois Department of Natural Resources. The agency had 37 findings. Ten were repeats.  Governor J.B. Pritzker downplayed repeated findings in some reports. In another audit released last week, the Illinois Auditor General found several repeated findings with the Illinois Department of Employment Security over a lack of proper record keeping of pandemic unemployment assistance programs. The scope of fraud in the program is still not known, something Crespo said he’s been frustrated over for years. The next Legislative Audit Commission hearing has yet to be scheduled.

 

(Springfield-jm) – A little pruning of your perennials can tidy up your garden. A horticulture educator at the University of Illinois Extension explains some of the methods. First there is pinching, where you remove a portion of the plant’s top growth to encourage more blooms and a bushier appearance. Perennials that respond well to this include Asters, Yarrow, Chrysanthemums and Golden Rods. (Thawville-jm) – An unexpected death occurred in Iroquois County when a Thawville man was discovered in the family pond along with the mower he was operating. 40-year-old August Crowley was found in the pond by family members. County Coroner Bill Cheatum said Crowley had been mowing near the Iroquois – Ford county line in preparation for the holiday weekend. Cheatum reports a preliminary autopsy indicated drowing as the cause of death. Toxicology results are pending.

(Rantoul-jm) – An alley wall in downtown Rantoul is getting a makeover and the village Chamber of Commerce wants to use plastic bottle caps to make it happen. The village government is looking for ways to spruce up their downtown just like many other small communities in Central Illinois. But the village decided against doing a typical mural with paint at Tanner Street and Congress Avenue; instead, they’re covering the wall in colorful bottle caps. Rantoul citizens are asked to save their bottle caps and contribute them to the mural. All caps will be accepted at the Chamber’s office at 120 East Sangamon Avenue. The Chamber of Commerce is also taking design ideas; people can text 217-714-7316 to submit an idea.

Governor J-B Pritzker is announcing the largest construction program in Illinois history

(Springfield-jm) – Illinois will soon require water bottle filling stations inside most public buildings. The change will only apply to any new public buildings with an occupancy of over 100 people and properties that are 5,000 square feet or larger. State law currently requires water fountains in public buildings. Although, Democratic lawmakers and advocates said their plan could encourage more people to use personal reusable water bottles instead of adding plastic to landfills. The new law takes effect on January 1. However, the Illinois Department of Public Health must file rules to properly implement this change to the Illinois Plumbing License Law by July 1, 2026.

(Paxton-jm) – American Legion Women’s Auxiliary is the latest Paxton IGA roundup recipient. The group received a check for $5,612 from Paxton IGA. The Round Up program provides opportunities for customers to give back to the community and helps non-profits and charities earn money. Customers are asked if they'd like to "round up" their bill to the next dollar and donate the difference to the designated charity. IGA also picks one week during the month-long drive to match all customer donations. They matched the fourth week of the promotion and contributed $1,076. Since the inception of round up the store match has been $23,535 and the total amount customers contributed, plus store match is $90,737.

(Urbana-jm) – The University of Illinois Police arrested two people who are alleged to have used a pellet gun to shoot several people in the campus area. Police say the two adults arrested for aggravated battery and mob action were Justin Jimenez Diaz, 19, and Lorenzo Vasquez,19, of Rantoul, Illinois. Police say a third person who is under 18 years old was identified and issued a no-trespassing notice for all U. of I. property before being picked up by a parent.

(Savoy-jm) – A private airplane has made an emergency landing at Willard Airport in Savoy. The flight originated in Nashville Friday morning and made a stop in Effingham. Less than an hour later, the plane had to make another landing due to engine troubles.

(Champaign-jm) – The Champaign Fire Department responded to a working fire at 401 Ginger Bend Dr., Saturday, at 9:59 a.m.  Upon arrival on the scene, fire crews found smoke coming from the first floor of a center unit of this two-story apartment building. The fire was quickly upgraded to a second alarm. Crews quickly deployed multiple hose lines and extinguished a fire in this unit. The fire was contained to the unit of origin with minor smoke damage to the unit above.  The cause of the fire remains under investigation. All occupants had exited the house by the time responders arrived. One occupant sustained a minor injury but refused treatment by EMS.  No firefighter injuries were reported.

(Springfield-jm) – State Senator Tom Bennett continues work to help prioritize the safety of students, including students with disabilities. Legislation sponsored by Bennett will help improve access to critical and potentially life-saving oxygen for students at special education facilities. House Bill 3613 will allow school districts that provide special educational facilities for children with disabilities maintain a supply of undesignated oxygen tanks in a secure location that is accessible before, during, and after school. The legislation was recently signed into law by Governor JB Pritzker.

(Philo-jm) – A Philo woman is unharmed after she escaped her car just before it was hit by a freight train. The collision happened Thursday night at a railroad crossing at County Roads 1700 E and 900 N, just outside of Philo. The woman’s car became disabled on the tracks around 9:30 p.m. She called 911 to report the situation, but a train arrived at the crossing before deputies could. The woman left the car behind when the crossing’s warning system activated. The train subsequently hit the car, which became engulfed in flames. The train’s engineers were not hurt either.

Under a new law that took effect July 1st, a person who doesn’t identify with the gender on their birth certificate can get it updated without a doctor's note. (Springfield-jm) – Illinois Attorney General Kwame Raoul is warning student loan borrowers about potential scam efforts now that the U.S Supreme Court has rejected the Biden Administration’s student debt relief plan to forgive as much as $20,000 of federal student loan debt. Payments are set to resume in October after the high court ended the repayment pause, paving the way for interest on the loans to again begin accruing on September 1. Borrowers should expect to receive a notice of payment several weeks before payment is due. With Raoul stressing the fraud attempts could come in the form of scam calls, emails and letters, his office has now set up a Student Loan Helpline at 1-800-455-2456 for those who may be seeking direction or feel as if they may have been the victim of such a repayment scam.

(Mahomet-jm) – One Illinois State Senator wants to make sure that the next Fourth of July, the money Illinoisans spend on fireworks stays in the state. Senator Chapin Rose of Mahomet wants to make some fireworks legal in Illinois. He’s talking about those that temporarily explode and make sound for amusement purposes, like bottle rockets and Roman candles. Commercial-grade fireworks, however, would remain excluded. Rose said he wants to legalize fireworks to boost tax revenue in Illinois. He pointed out all of Illinois’ surrounding states sell fireworks. The Illinois Fire Chiefs Association, representing 1,600 fire chiefs in the state, expressed their disapproval in a statement on its website, saying there are inherent dangers with handling fireworks that people may not recognize.

(Campustown-jm) – The University of Illinois Police Department is investigating after they said four students were shot at with pellet guns Tuesday night. Officials said that they’ve received at least four reports of students being fired upon at various locations around campus. One student reported being shot at twice. In each incident, the victims reported that the occupants of a car fired upon them as the car drove by. None of the victims were hurt seriously enough to require medical attention. The offending car was described by the victims as being a black sedan, with its occupants wearing ski masks. Witnesses were unable to provide additional distinguishing characteristics of the car or its occupants.

(Springfield-jm) – A new state law puts an end to detention centers keeping young offenders in solitary confinement. The practice is already banned at the five youth centers run by the Illinois Department of Juvenile Justice. State Senator Rachel Ventura of Joliet. The ACLU of Illinois filed a lawsuit over the issue last week. They allege that kids as young as 11 years old are being locked up alone for up to 23 hours a day at the Franklin County Detention Center in downstate Benton.

 

(Springfield-jm) – A newly released audit of Illinois’ unemployment agency shows some of the government’s response to the COVID-19 pandemic was a major national security failure, according to a critic.  In March 2020, when Governor J.B. Pritzker ordered all nonessential businesses to close in an effort to slow the spread of COVID-19, unemployment spiked. The federally-funded Illinois Department of Employment Security experienced a slew of problems including fraud. Without knowing the full scope of the fraud, the state had to take on debt to pay claims, debt that was later paid off with federal COVID-relief tax funds. Previous audits showed the state had at least $2 billion in fraudulent claims, but the full scope was not known because the agency didn’t keep proper records. A new audit released Thursday doubled down on those findings. One finding the Illinois Auditor General released Thursday notes the agency’s lack of information to be audited was because it contracted out with a vendor to conduct pandemic benefits programs. Records show for fiscal years 2021 and 2022, IDES entered into multiple contracts with Deloitte totaling $14.3 million.

 

(Champaign–jc)  –  The Champaign Fire Department responded to a fire in a detached garage at 912 Charles St., Thursday, July 6, at 10:16 p.m.  Fire crews quickly extinguished this garage fire. Firefighters responded to a report of a detached garage on fire, initially called in by a passerby.  Once on the scene, fire crews reported moderate smoke and fire coming from the front of the garage.  Firefighters deployed a single hose line and kept the fire from extending beyond the garage.  The cause of this fire has not been determined as investigators remain on the scene conducting their investigation.  There were no firefighter or occupant injuries reported.

(Vermilion County-jm) – State Representative Mike Marron of Fithian has seen his legislation dealing with county auditors signed into law by the governor. House Bill 1153, amends the Officers and Employees Article of the Counties Code and decreases the minimum number of inhabitants that must reside in a county for the county to be required to create the office of county auditor from 75,000 inhabitants to 70,000 inhabitants. According to the representative, the measure was an initiative of the County Auditors Association and Vermilion County. Vermilion County’s population has dropped below 75,000, as determined by census, and the CAA and Vermilion County wanted to maintain an Auditor…

A new Illinois law extends the statute of limitation for state officials to go after fraud in COVID-19-related programs

(Springfield-jm) – While Illinois' primary elections are still months away, some are lining up to toss their hats in the ring for Republican districts. In Illinois, Democrats hold a supermajority in the Illinois House and Senate. Democrats also hold all statewide state constitutional officers and the two U.S. Senate seats. All but three of Illinois’ 17 districts in the U.S. House are held by Democrats. In one of the three Republican U.S. House districts in Illinois, former Republican gubernatorial candidate Darren Bailey is eyeing the seat held by Congressman Mike Bost. In Decatur, incumbent state Representative Dan Caulkins, announced he won’t be seeking another term, adhering to self-imposed term limits. He endorsed Reagan Deering for the district. Deering lost to U.S. Representative Nikki Budzinski, in the 2022 election for that newly drawn U.S. House seat.

 

(Springfield-jm) – Governor J-B Pritzker says he’s heartened by the line of questioning during the latest court hearing on Illinois’ assault weapons ban. A challenge to the law was heard in a federal appeals court last week. Plaintiffs argued that the government can’t ban weapons that are commonly used, but the Governor says he’s hopeful the law will be upheld after hearing some of the questions from judges…

Paxton-jm) – We now know the cause of a house fire in Paxton yesterday morning. In updating our story from Wednesday, officials believe a cell phone overheated catching a bed on fire. There was no structural damage to the home and no injuries were reported.

 

(Champaign-jm) – State Senator Paul Faraci and the Illinois Housing Development Authority announced that families, seniors and people with disabilities in Champaign and Urbana will see new and renovated affordable housing options thanks to funding from federal Low-Income Housing Tax Credits. The tax credits will generate an estimated $235 million in private capital to finance the creation and preservation of 1,159 affordable units for low- to moderate-income families, seniors and people with disabilities. Of the 18 affordable housing developments receiving funding, Parker Glen II in Champaign and Steer Place Apartments in Urbana are among the recipients. Thanks to the tax credits, Parker Glen II will construct a new housing development complex and Steer Place Apartments will rehabilitate and modernize the existing 108-unit apartment complex for seniors 55 and older.

(Springfield-jm) – A new Illinois law extends the statute of limitation for state officials to go after fraud in COVID-19-related programs.  Earlier this year, state Representative Adam Niemerg, of Dieterich, asked Kristen Richards, the former head of the Illinois Department of Employment Security, how much money was stolen, to which she did not have an answer. Of the known fraud estimated during the COVID-19 pandemic, the taxpayer cost in IDES unemployment fraud is over $2 billion, but the full scope is unclear. During a separate committee hearing earlier this year, IDES Acting Director Ray Marchiori said the state was unprepared for the pandemic. Governor J.B. Pritzker signed House Bill 3304. The measure allows prosecution of any fraudulent activity connected to COVID-19-related programs.

Details of the contract won’t be released until AFSCME members review and ratify the deal. (Pesotum-jm) – Illinois State Police K9 Loki will be receiving a bullet and stab protective vest as part of the Vested Interest in K9s program. Loki’s vest was sponsored by Don and Misty Fike of Galesburg. The program was established in 2009 as a way to provide protective vests to dogs of law enforcement. Vested Interest in K9s has provided over 4,000 vests in all 50 states at a value of nearly $7 million, made possible by both private and corporate donations. Loki served the Illinois State Police Pesotum district.

 

(Urbana-jm) – The University of Illinois Police arrested a driver and a passenger after officers found a loaded handgun and cocaine in their vehicle on Wednesday. Police say the incident started at 12:04 a.m. Wednesday when an officer clocked a vehicle traveling 51 mph in a 35 mph zone in the 300 block of East University Avenue, Champaign. Police stopped the vehicle near University and Coler Avenues, Urbana. Upon approaching the vehicle, the officer noticed an open bottle of liquor on the floor of the car. During the search, police found a loaded handgun in the center console and cocaine in a purse. The cocaine was packaged in a way that suggests its owner was offering it for sale. The driver, Kalvin White and the passenger, Donya Brown both of Urbana, were arrested for armed violence and for delivery of a controlled substance.

(Paxton–jc)  Firefighters from Paxton, Buckey, and Loda were at the scene, early this morning, for a house fire in Paxton. Officials say the call to a home in the 400 block of West State Street came in around 1-30am today. No word on damage or injuries was provided. 

 

(Springfield-jm) – According to new estimates from the U.S. Centers for Disease Control and Prevention, nearly 1 in 4 U.S. adults and older teens had still not caught COVID-19 by the end of last year. Illinois had a higher prevalence of past infections at just over 80% than the U.S. average of 77%. Iowa had the largest share of residents with a prior infection at 90.6%. Vermont had the lowest percentage at just over 64%.

 

(Springfield-jm) – It was a derecho (deh-rey-show) that swept through the central part of the state last Thursday. The National Weather Service defines a derecho as a widespread, long-lived wind storm that is associated with a band of rapidly moving showers or thunderstorms. Thursday’s storms left thousands without power, semi’s overturned on the highway and tree limbs strewn across yards and streets. (Champaign-jm) – One man is dead in Champaign from a shooting, Champaign Police said. Champaign Police reported officers were dispatched to the 2500 block of W. Springfield Avenue at 7:06 p.m. on Monday, July 3, for a report of a shooting with injuries. Officers found 27-year-old Marcus A. Catchings Jr. of Champaign unresponsive inside an apartment from an apparent gunshot wound, police said.

(St. Joseph-jm) – The Illinois State Police Division of Internal Investigation is investigating an officer involved shooting in Champaign County. According to ISP, on July 3, 2023 at 7:47 p.m., Troopers assisted Danville Police Department officers, Vermilion County Sheriff’s deputies, and Champaign County Sheriff’s deputies in a pursuit throughout Vermilion and Champaign counties of a vehicle believed to be involved in a shooting in Clinton, Iowa. Police report after briefly losing sight of the vehicle, it was located again in the area of 2200 County Road 2250 East. While searching the area, an Illinois Department of Natural Resource officer located the suspect, identified as Randy Jackson, in a detached garage. Jackson engaged in a standoff and ISP SWAT and Crisis Negotiation Team members were called to the location. An ISP trooper discharged their firearm, after Jackson refused to comply. He was struck and taken to a nearby hospital where they were later pronounced deceased. No officers were struck or injured during the incident.

(Springfield-jm) – As Illinois small businesses continue to struggle to recover from the pandemic, a survey shows a majority of them are facing higher rent payments. 

The small business network Alignable reports that 55% are paying higher rent than six months ago, and 16% say their rent is over 20% higher than in January. 42% of Illinois small businesses could not make their rent payments in June, with lingering inflation and a lack of revenues also taking a toll on businesses nationwide. Illinois’ rent delinquency rates in June are the 5th highest in the country behind only New Jersey, Florida, Georgia and Ohio.

(Champaign-jm) – A Champaign man has been arrested following an investigation into a June 30, 2023, traffic incident near the intersection of N. Neil and Maple Street. Officers found 20-year-old Treighton Puckett of Urbana and his wrecked motorcycle near the roadway. The investigation indicates that the motorcyclist was driving southbound on Neil Street when another vehicle entered his lane. This caused the bike to perform an unsuccessful evasive maneuver and resulted in the motorcycle crashing in the roadway.  On July 4, 2023, Champaign Police arrested 51-year-old Ryan Chester from Champaign on charges including leaving the scene of an accident involving great bodily harm, and/or death.

(Urbana-jm) – University of Illinois police are investigating a report of sexual assault that occurred early Tuesday morning on University property. The News Gazette reports a campus safety notice was sent to students, faculty and staff informing that, UI police had received a report that a UI student was sexually assaulted at 4:30 a.m. on Tuesday, in an apartment on campus. Police said the student and the offender met on a dating app prior to the assault.

(Springfield-jm) – After severe storms blew through the state last week, the Illinois State Fair has announced that the livestock entry deadline for the fair has been extended to Friday, July 7. Officials said because many areas of the state were impacted by severe weather, including various post offices experiencing power outages and the overall impact to Illinois families and communities, the Illinois State Fair is providing the grace period for 2023 livestock entries. The Illinois State Fair runs from August 10-20 in Springfield.

 

(Springfield-jm) – Governor J-B Pritzker has signed a law protecting hotel workers from unruly guests. The bill came at the request of the industry. Michael Jacobson, President of the Illinois Hotel and Lodging Association said earlier this year that anger towards employees has been a problem…

(Undated-jm) – Some areas are still without power after last week’s derecho. The strong winds estimated with winds of 80-100 mph caused significant damage to the power grid. Parts of Champaign and Vermilion Counties are still without power. Ameren does not have an estimated time for when those customers will receive service.

 

(Springfield-jm) – The condition of the Illinois corn and soybean crop improved this past week. The late June rains that swept across parts of the state helped thirsty crops says Statistician Mark Schleusener. 25 percent of soybeans are blooming and one percent of acres are setting pods. 30 percent of the soybean crop is rated in good to excellent condition, up from 25 percent the previous week. (Champaign-jm) – Champaign County Crime Stoppers is asking the public for help in solving a credit card theft that happened two weeks ago. Officials said that on June 21, someone stole a wallet containing credit cards from a purse at Champaign’s Meijer. Within minutes, the credit cards were used at the nearby Sam’s Club to buy a large amount of gift cards. Two people believed to be responsible for the purchases were recorded on Sam’s security cameras. One suspect appeared to be a White male wearing a black t-shirt reading “Jordan,” light-colored jeans and a black baseball cap. He was also carrying a black backpack. The second suspect appeared to be a White female with long, dark hair and wearing glasses and a white pinstripe long sleeve shirt.

(Springfield-jm) – In an effort to modernize collection of turkey sighting reports, the Illinois Department of Natural Resources has switched from paper postcards to a web-based survey, making the process simpler for the volunteer citizen scientists who submit turkey sighting information to wildlife biologists. Officials said the data collected from turkey brood surveys is the department’s best way to estimate reproductive success each year for Illinois’ wild turkey population. The survey period runs June 1 through August 31.

 

(Springfield-jm) – June weather was slightly cooler and definitely drier than normal in Illinois. The preliminary statewide average temperatures last month was 71 degrees. That’s about a degree below normal. State Climatologist Trent Ford says usually when the weather is so dry, temps are pretty hot…

(Savoy-jm) – The Village of Savoy is getting millions of dollars to fix roads and limit traffic. The village is getting more than $22 million in grant money to jumpstart a project that’s been in the works for decades. The $40 million plan will widen Curtis Road from Prospect Avenue to First Street. It will also add an underpass to carry traffic below the railroad tracks running parallel to Dunlap Avenue. The project is currently in phase two of engineering. Roadwork will begin in 2026 and the project is expected to finish in 2028.

(Springfield-jm) – The condition of the Illinois corn and soybean crop improved this past week. Parts of the state finally saw some rain this past week, raising average statewide topsoil moisture to 19 percent very short, 13 percent short, 62 percent adequate and six percent surplus. Crop Statistician Mark Schleusener says five percent of corn is now silking, compared to 13 percent normally. 36 percent of the corn crop is rated in good to excellent condition, up 10 points. (Champaign-jm) – No one is hurt after an armed individual fired several shots during a robbery attempt at a Champaign business Monday morning. Champaign Police officials said the robbery happened just after 11 a.m. in the area of East University Avenue and 3rd Street. The incident occurred at a Speed Lube auto shop with the back of the shop cordoned off. There were six shell casings near the back garage doors of the shop. Officials said several cars and a building were damaged, but no one was hurt. The investigation is ongoing and so far, no one has been arrested.

The Illinois State Fire Marshal's Office is offering some tips for safe summer grilling

(Springfield-jm) – Illinois is expected to see nearly 3 million travelers this holiday weekend, according to AAA Auto Group, and the majority of those travelers will be driving on the road. AAA says Illinois is predicted to see 120,000 more travelers than last year, which was the previous record high. And almost 90% of those travelers will be hitting the road, causing a lot of traffic and possible safety issues. Friday was the busiest travel day as many headed out for the start of their holiday weekend. Though July 4th and 5th will also see lots of traffic as people start to head home.

 

(Springfield-jm) – Non-citizen driver’s will be able to get a regular Illinois driver’s license under a new state law signed by Governor J-B Pritzker. Currently, undocumented immigrants can get a temporary visitor driver’s license. It has T-V-L-D stamped at the top and cannot be used as a form of identification. The law, sponsored by Senator Ram Villivalam of Chicago, grants individuals a standard driver’s license…

(Springfield-jm) – The Illinois State Police has officially launched a new public website to view crime statistics in Illinois. The Crime in Illinois Online website is part of the Illinois Uniform Crime Reporting Program, which serves as the state repository for crime statistics to provide reliable information for use in law enforcement. The website includes data on crime rates per county, the type of offenses and the ability to download crime reports.

July is the peak month for grill fires, so it’s important to take safety precautions such as making sure the grill is clean and free of grease build up. (Paxton-jm) – Paxton first responders were called to a single vehicle accident Sunday afternoon less than a mile south of Paxton. Emergency crews were called to the scene along Route 45 around 1:15 pm. There’s no word on if there were any injuries.

 

(Urbana-jm) – One firefighter was taken to the hospital for observation after a house fire in Urbana Saturday.  Officials reported that the fire department responded to a reported house fire at the 900 block of E. Water Street around 3:30 p.m. on Saturday. Crews on the scene reported light smoke coming from the roof, soon confirming there was an electrical issue at the house and the house was energized. (Springfield-jm) – Now is the time to fill up your gas tank ahead of any Fourth of July travel. According to, the national average of July 4 gasoline prices will be $3.49, a discount of more than $1.30 compared with 2022. Data from AAA shows since June 22, 10 states saw their average gas price fall. Arizona saw the largest decrease in price with a 16-cent difference, while Florida saw a five-cent decrease. Illinois’ average fell nine cents.

 

(Springfield-jm) – Illinois Comptroller Susana Mendoza is celebrating several financial milestones the state has reached over the past fiscal year. One major accomplishment is replenishing the state’s rainy day fund, which now has nearly two billion dollars. The state is also paying its bills on time for the second year in a row and is making extra payments to pension funds. This has all helped to dramatically boost Illinois’ credit rating and in turn saves taxpayer dollars says Comptroller Mendoza…

(Springfield-jm) – Now that the Biden-Harris Student Loan Debt Relief Program was blocked by the U.S. Supreme Court, the state of Illinois is offering information on student loan repayment plans available to assist borrowers. The Illinois Student Assistance Commission is encouraging students to visit studentaid.gov for more information. According to the Department of Education, more than one million borrowers in Illinois would have been eligible for relief under the plan; almost 680,000 applications from Illinois borrowers had already been approved for relief.

 

(Springfield-jm) – The Illinois State Fire Marshal’s Office is asking the public to leave fireworks to the professionals. In Illinois, most fireworks like roman candles, missiles and bottle rockets are illegal. Some communities even ban sparklers. They can definitely be dangerous, says Fire Marshal Spokesperson J-C Fultz, who notes that last July, 168 fireworks related injuries were reported in Illinois…

(Urbana-jm) – One man is dead after a homicide in a Urbana parking lot. Police were called for a report of a shooting with injuries in the 1300 block of Silver Street around 3:45 p.m. on Friday. When they arrived they found a 51-year-old man from Urbana deceased from a gunshot wound. Information regarding the decedent’s identity will not be released at this time. There is an autopsy pending and the name will later be released by the Champaign County Coroner’s Office. During the investigation into the shooting death of the victim, police were able to obtain a court authorized search for an apartment in the 1300 block of Silver Street. During that search, police located a handgun. A 45-year-old man from Urbana, Eric Nash, was arrested for Unlawful Use of Weapon by a Felon and is housed at the Champaign County Satellite Jail pending further court proceedings.

 

(Champaign-jm) – A 20-year-old from Urbana has died after a motorcycle crash in Champaign, Friday. It happened just North of Downtown Champaign, at Neil and Maple Streets around 6 p.m. Champaign Police are investigating the cause of this traffic collision, including whether any other vehicles were involved. At this time, there is limited evidence to determine whether the victim was involved in a collision with another vehicle or whether this was a single-vehicle collision. No other vehicles were located on-scene and no other injuries have been reported in this incident.
